Summary
The Executive Director of System Facilities Planning and Capital Management is responsible for leading strategic planning, design, and execution of system-wide capital and non-capital projects across the organization. Reporting directly to the Vice President of Facilities, Construction, and Real Estate—and matrixed to executive leadership at individual sites—this role collaborates with senior leaders, local and state agencies, and other key stakeholders to deliver high-quality infrastructure solutions that align with the organization's mission and growth objectives.
This position oversees the development and maintenance of long-range strategic facility and real estate plans, ensures compliance with regulatory standards, and leads cross-functional teams responsible for real estate, facilities planning, and capital project execution. The Executive Director is accountable for managing project budgets, schedules, and logistics while proactively mitigating risk and minimizing operational disruption.
This leader also manages external partnerships, including architectural firms, project management consultants, developers, contractors, and various regulatory agencies involved in new construction, campus expansion, acquisitions, and renovation projects.

Essential Functions
Execution (Operations Management)
- Direct all phases of capital and non-capital project planning, from concept through completion.
- Develop, implement, and oversee system-wide infrastructure renewal and facility development strategies.
- Ensure projects are completed on time, within budget, and aligned with strategic objectives.
- Manage and monitor project performance through key metrics and system dashboards.
People Leadership
- Recruit, develop, and retain a high-performing team across real estate, planning, and capital projects.
- Promote a culture of engagement, diversity, accountability, and excellence.
- Conduct succession planning and leadership development to ensure long-term team strength.
- Provide regular feedback, performance evaluations, and recognition in alignment with organizational policies.
Strategic Planning and Transformation
- Lead the development of a comprehensive strategic facilities master plan in support of organizational growth.
- Champion continuous improvement, innovation, and change readiness within all capital and planning processes.
- Foster a culture of collaboration, adaptability, and operational excellence.
- Use data and performance measures to evaluate project outcomes and drive improvements.
Stakeholder and Relationship Management
- Serve as primary liaison to internal and external partners including site executives, government agencies, developers, and consultants.
- Negotiate and manage contracts for architectural, engineering, and construction services.
- Represent facilities and planning functions in organizational leadership discussions and strategic planning forums.
Regulatory and Compliance Oversight
- Ensure full compliance with all applicable federal, state, and local building codes and healthcare facility regulations (e.g., JCAHO, OSHA, NFPA, EPA).
- Monitor trends, policy changes, and regulatory updates to proactively manage risk.

Education and Experience
- Bachelor’s degree in Architecture, Engineering, Construction Management, Business Administration, or Industrial Engineering required.
- Master's degree required (must be completed within 18 months of hire if not currently held).
- Minimum 15 years of progressive experience in facilities management and/or capital project leadership.
- Minimum 10 years of experience in senior leadership roles with demonstrated responsibility for large-scale capital programs.

- Strong working knowledge of regulatory codes and industry design/construction practices.
- Proven ability to lead large, cross-functional teams and complex multi-site projects.
- Exceptional analytical, budgeting, and strategic planning skills.

Working Conditions
- Primarily office-based, with regular travel required to project sites and partner locations.
