Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) is the strategic level command responsible for the planning, preparation, conduct and execution of NATO operations, missions, activities and tasks as directed by Council in order to achieve the strategic objectives of the Alliance.

The Partnerships Directorate (PD) enhances Military Cooperation (MilCoop) with Partners, International Organisations (IO) and Host Nations (HN).

The Military Cooperation Division is responsible for coordinating and communicating Bi-SC Military Partnerships and Military Contribution to Capacity Building policy, direction, guidance and advice across the Strategic Commands (SCs). It supports and advises partner nations collectively and bilaterally as required on the full lifecycle of military capabilities and requirements towards operations and supports the development of Special Relationships plans and programmes and reinforces cooperation with Operational Partners.

The Education, Training and Exercise and Evaluations (ETEE) Branch is responsible for facilitating Partner Nations’ involvement in ACOs Military Cooperation (MilCoop) programmes in the areas of Education and Individual Training and Collective Training and Exercises. It coordinates with other entities including Education and Training Facilities (ETF), Centres of Excellence (COE), and Partners Training and Education Centres (PTEC) facilities.

The Collective Training and Exercises (CT&E) Section coordinates ACO’s Military cooperation programmes and provides assistance to action authorities. This Section acts as a link between Partner Nations and NATO entities (ACO, ACO subordinated commands) responsible for exercise planning and execution.

The incumbent will be responsible for the programing and coordination of CT&E activities in support of individual Partner plans and NATO interests. In this regard, future CT&E Program Manager should be able to analyse and understand the available data on declared partner capabilities, possess practical experience with the CT&E dimension of NATO’s Global Programming, and have an overview of the complex and unique geopolitical situations the NATO Partnerships are enmeshed in. The incumbent should be able to develop new solutions to emerging and existing problems in the CT&E area and supervise their implementation within a multifunctional team or cell.

Principal Duties

1. Programs, contributes to planning, and coordinates execution of NATO-Partner exercises and collective training events.

2. Supervises the exercise initiation stage for individual NATO-Partner exercises and collective training events.

3. Develops and designs tailored opportunities for partner Collective Training and Exercises CT&E;

4. Organizes and chairs the appropriate coordination and planning events (workshops, conferences etc.).

5. Establishes and sustains effective ways of communication with respective partners and involved NATO entities.

6. Coordinates Partner participation in CT&E organized by ACO, ACO Subordinate Commands and other agreed CT&E providers in accordance with Partnerships policies.

7. Serves as an enduring Subject Matter Expert on Partner CT&E for the Section, SCs and Subordinate Commands.

8. Coordinates and liaises with entities within ACO and ACT, and with agreed external Bodies and Allies regarding military support to Partner involvement in CT&E and to ensure the unity of efforts for Partners’ collective training activities;

9. Develops practical coordination mechanisms within the CB structure for Partner’s additional exercise involvement.

10. Develops political strategic assessments, response options and concepts of emerging CT&E strategic and political issues to support the Section, SCs and subordinate Commands.

SPECIAL REQUIREMENTS AND ADDITIONAL DUTIES

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days.

The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

The risk of injury is categorised as No risk / risk might increase when deployed.

Essential Qualifications

a. Professional/Experience

1. Professional experience working in a military or political strategic environment at the national or international level.

2. Experience in applying knowledge of the environment, system composition and technologies for Education and Training.

3. Excellent organizational and analytical abilities.

b. Education/Training

University Degree and 2 years functional related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

c. Language

English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications

a. Professional Experience

1. Experience with design and delivery of collective training events or exercises for international civilian (i.e. academic) or military audiences.

2. Knowledge of NATO, its structures and methods of operation.

3. Experience at service/joint national or NATO staff level.

1. NATO Introduction to Military Partnerships (IMP) provided by Finnish Defence Forces International Centre (FINCENT), Finland

Attributes/Competencies

  • Personal Attributes: The range of personal attributes required for this post are very demanding and exacting. Foremost, an analytical mind is needed to identify and evaluate complex and competing issues and that can develop imaginative yet still pragmatic solutions. Inter-personal skills must also be highly developed. The post holder will be working in an international community where different cultural values and styles exist. The holder will need to be able to work successfully with staff at all levels of the organization, from the lower ranks during the analysis work up to the highest levels when presenting findings and recommendations. High standards of personal and professional behavior and moral courage are also needed.
  • Professional Contacts: The incumbent must be comfortable to engage with a range of individuals from across ACO SHAPE and with all of the NATO Command Structure. This will be a mixture of Military and Civilian personnel. There will also be engagement with NATO HQ. The individual must have a high level of maturity, understanding and be cognizant of sensitivities with an international environment. In addition to this, the incumbent should possess enhanced interpersonal skills to establish effective and efficient coordination links, diffuse conflict and reduce tension.

REMARKS:

Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
