By joining the Office of the Reclamation Guaranty Fund as a Program Coordinator in Franklin county, you will have the opportunity to work in a collaborative, team oriented environment where you will coordinate the activities of stakeholders engaged in the implementation and admiration of the Kentucky Reclamation Guaranty Fund (KRGF) .The KRGF is a revolving, interest-bearing account that provides financial assistance to the Cabinet in the event that permit-specific reclamation bonding is insufficient to complete reclamation on a mine site.

Holders of the Program Coordinator position will complete tasks such as:

  • Administer the statewide KRGF bonding program for permits receiving bond subsidization pursuant to KRS350.518. The incumbent will also be responsible for tracking and monitoring bonds, bond releases, transfers, forfeitures and new permits issued;
  • Take and prepare the minutes for quarterly KRGF Commission meetings and assist with the preparation and assimilation of meeting materials;
  • Generate reports for unpaid KRGF balances and work collaboratively with the Division of Mine Permits to communicate outstanding balances related to transfer application approval;
  • Serve as the ORGF open Records and Records retention custodian, responsible for coordinating and documenting all Open Record Requests through the Office of Administrative Services (OAS) and maintain the Records Retention Schedule.

Desired candidates possess the following requisite skills or experience applicable to the position:

  • Experience working in databases such as the Surface Mine Information System (SMIS);
  • Strong communication and organization skills
  • Self motivated with excellent time management skills
  • The ability to research and interpret statutes and regulations
  • Experience administering the Surface Mining Control and Reclamation Act of 1977 (SMCRA)

Minimal travel will be required. The incumbent will be required to frequently communicate in person or by other means of technology and spends a major portion of the time working from a computer.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Three years of professional experience in management or administration.

Substitute EDUCATION for EXPERIENCE: A master's degree will substitute for one year of the required experience.

Substitute EXPERIENCE for EDUCATION: Administrative or business experience will substitute for the required education on a year-for-year basis.

Working Conditions

Incumbents working in this job title primarily perform duties in an office setting. Minimal travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
