We are seeking to hire candidates for the Program Manager (8018) - Trolley Modernization Program position.

Starting Salary: $152,126.00

Additional $5,000 salary increase for having a Pennsylvania PE License.

Limited telework may be permitted for this position in accordance with SEPTA Policy.

OVERALL DESCRIPTION

The Program Manager has full responsibility for the organization, execution, and coordination for the Trolley Modernization Program, a once-in-a-generation opportunity to transform one of the nation’s largest trolley networks, into an accessible, fast, and easy to use system. Trolley Modernization includes new, accessible vehicles that hold more passengers, new on-street stations that are well-marked, safe, and fully accessible, infrastructure and operational improvements to make service faster and more reliable, and proposed line extensions to make it easier for riders to reach more destinations. The Program Manager will work closely with numerous departments, including New Rail Vehicles and Engineering, Maintenance and Construction. The Program Manager must have extensive knowledge of engineering, construction, operations and good business practices, and experience transitioning a new fleet with upgraded infrastructure is ideal. This position has full responsibility for accomplishing all phases of assigned projects and activities, from conception to completion.

SPECIFIC RESPONSIBILITIES

  • Defines strategic goals necessary for the Trolley Modernization Program to help manage the program and measure success. Prepares program scope, schedule, and budget in accordance with set goals necessary for successful implementation of the Program through revenue service, marrying vehicle project with infrastructure improvements.
  • Identifies how individual projects in different departments rely on one another, coordinating timelines & deliverables in an overall program master schedule for each individual fleet.
  • Develops a fleet transition plan in conjunction with infrastructure upgrades required for the new streetcar fleet and coordinates with capital planning operations and other departments within SEPTA.
  • Establishes goals, procedures, and objectives for assigned personnel and projects including the development of resource budgets and including the scheduling, planning and organizing of the work load for subordinates.
  • Manages SEPTA resources associated with infrastructure upgrades required for the Program and coordinates with various stakeholders to ensure projects meet budget & schedule requirements.
  • Establishes staffing levels, both internal and contracted, necessary for the Program.
  • Directs and coordinates the activities of SEPTA departments through all phases required for successful implementation of the Program including planning, design, and construction of necessary infrastructure upgrades.
  • Coordinates cross-functional teams across the organization to ensure effective collaboration and resource allocation for the Program.
  • Facilitates communication between project teams and senior management, providing regular updates on program progress, challenges, and outcomes.
  • Prepares program status reports as required to present to management showing budget and schedule highlights and potential risks.
  • Implements risk management strategies to identify potential program outcomes and develops contingency plans to mitigate risks.
  • Consults with management at all levels on problem identification and solutions.
  • Reviews existing processes and behaviors and development into best industry-wide rail fleet and infrastructure upgrade practices.
  • Complies with all Authority and departmental safety & security policies and procedures, as well as all applicable job safety responsibilities. Reports any safety concerns, compromises, or hazards affecting self and other employees. Responsible for individual’s own safety and is encouraged to promote the safety of others.
  • Performs other duties as assigned.
