Examples of Duties

Under general supervision, inspects and enforcement of residential, commercial, and public works construction projects to ensure enforcement of erosion and sediment control, grading, and storm water management codes, and other laws, codes and regulations pertaining to the protection of the environmental and natural resources of the County.

  • Conducts, and participates in field inspections to verify site compliance standards and development according to plans approved by the Department of Environmental Protection and Sustainability.
  • Performs field investigations of potentially controversial violations or situations with far-reaching implications.
  • Issues citations and other charging documents.
  • Testifies at hearings and various court proceedings regarding law and code enforcement matters.
  • Conducts, and participates in the investigation of complaints concerning potential erosion sediment code violations. Advises contractors, property owners, and the public regarding law, code, and regulation compliance measures.
  • Prepares cases and testifies at hearings and various court proceedings regarding law and code enforcement matters.
  • Assists the County Attorney in the prosecution of code enforcement cases.
  • Maintains records of inspection activities. Prepares written reports.

Possession of a high school diploma or an appropriate equivalent,

Training and Experience:

Possession of a high school diploma or an appropriate equivalent, plus ten years of experience in erosion sediment in construction, repair, and/or maintenance.

(Additional education in construction technology or engineering may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)

Knowledge, Skills, and Abilities (Entry Level)

  • Thorough knowledge of the principles and practices of building construction, sediment control, grading, storm water management, site development, and inspection.
  • Knowledge of the principles and practices of construction inspection, as related to sediment control.
  • Skill in conducting erosion sediment code inspections.
  • Skill in interpreting and enforcing sediment control, grading, storm water management regulations.
  • Skill in interpreting maps, blueprints, and construction drawings.
  • Skill in communicating and working effectively with contractors, property owners, and the public.
  • Ability to conduct erosion sediment code inspection and enforcement.
  • Ability to keep records and complete inspection reports.
  • Thorough knowledge of building codes, electrical codes, plumbing codes, gas codes, mechanical codes, erosion sediment and related laws, codes, and regulations. Knowledge of County and departmental rules, regulations, policies, and procedures.
  • Skill in conducting building, electrical, plumbing, gas, mechanical, erosion sediment and zoning code inspection and enforcement.

Required Licenses and Certificates

Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

A Responsible Person Certification for Erosion and Sediment Control.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Persons appointed to this classification may work extended hours, nights, weekends, and holidays as required. Employees may be subject to call to duty as required. Employees must maintain proficiency in multiple fields of code inspection and enforcement.

Physical and Environmental Conditions

The work of this classification entails walking, standing, climbing, stooping, and lifting and carrying objects of moderate weight. Duties also entail travel between inspection sites and exposure to adverse weather conditions.

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance

General Increases - Cost of living increases and adjustments may be granted as legislated.

Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
