POSITION DETAILS

The Office of Government Affairs at The City University of New York (CUNY) ensures that the University’s partnerships with the city, state and federal governments are strategically aligned. The Office is comprised of the Office of City Relations that works in collaboration with New York City’s executive and legislative branches to advocate funding for programs and legislative action and the Office of State Relations, located in Albany, New York that is responsible for advocacy related to the New York State budget.

Reporting to the Vice Chancellor for Government Affairs (VC), the Executive Director of Operations & Chief of Staff (UED/CoS) assumes a wide variety of executive and administrative duties of considerable scope and complexity requiring the exercise of initiative, independent judgment, and knowledge of CUNY’s lobbying and advocacy efforts. The UED/CoS will carry out major responsibilities under the VC’s purview, such as monitoring and evaluating office activities, participating in planning and setting office priorities and managing the communication that emanates from the Office of Government Affairs.

Primary responsibilities include, but are not limited to:

  • Oversees the Office of State Relations and maintains a physical presence in Albany during the legislative session.
  • Provides leadership and oversight for the day-to-day operations and effective functioning of the Office of Government Affairs; works with managers and staff in both State and City Relations offices to ensure staff positions are utilized effectively and that each staff member in the office is performing optimally.
  • Triages and resolves time-sensitive issues in collaboration with University offices, college representatives, and external stakeholders. Identifies matters requiring escalation and ensures appropriate follow-up with the Vice Chancellor.
  • Assists the VC with the work of ensuring all campuses’ External Relations Council representatives have adequate information and resources needed for their advocacy.
  • Assists with the planning, development, and management of the budget for the Office of Government Affairs, ensuring responsible and strategic use of resources.
  • Consults and collaborates with senior level administration and external parties on behalf of the VC; represents the VC, as appropriate, to university and other external groups and committees.

NOTES :

  1. Until further notice, this position is eligible for a hybrid work schedule.
  2. This position is excluded from union representation in the collective bargaining unit.

QUALIFICATIONS

Minimum:

This position is in CUNY's Executive Compensation Plan. All executive positions require a minimum of a bachelor's degree and eight years' related experience.

Preferred:

  • Undergraduate degree in Public Affairs or related field; graduate degree from an accredited college or university is a plus.
  • Experience in a higher education, public agency, or external affairs setting.
  • Excellent organizational, managerial, budget management, problem-solving, oral, and written communication skills.
  • Strong work ethic, character, and personal integrity to work with the utmost professionalism, confidentiality, and discretion.
  • Demonstrated collaborative relationship-building and interpersonal communications skills to work effectively with a wide variety of stakeholders in a multi-constituency environment.
  • Ability to travel and work evening hours as needed.

COMPENSATION AND BENEFITS

The salary range is $140,000 - $150,000 , commensurate with qualifications, education, and experience.
