About the Position:

The Assistant Division Commander of the Fire Training Division (FTD) acts as the assistant to the Division Commander and reports directly to the Division Commander and serves as the Division Commander in his/her absence.

The position has decision-making responsibility for ensuring safe training and day to day operations at the Fire Training Academy (FTA) and in the Regional Direct Delivery (RDDP). This position is authorized to stop any and all operations that are deemed to be in violation of health and safety standards or best practices. This position also has the responsibility to ensure the FTA is fully compliant with all environmental permits.

This employee is responsible for:

  • Managing the day-to-day operations of the FTA.
  • Ensuring the safety and health of staff, students and contract instructors.
  • Managing training through subordinate supervisors for the states fire service, law enforcement, military, and other first and second responders.
  • Through a subordinate supervisor, oversees the maintenance of a 51-acre facility which includes various live-fire training props, a wastewater treatment plant, two training water treatment systems, 4 classrooms, a dining facility.
  • 44 bed dormitory, two administration buildings, and 2 ½ miles of paved roads.
  • Ensures facility environmental permits are maintained and adhered to.
  • This position supervises four professional staff: Chief Deputy State Fire Marshal (Training), Chief Deputy State Fire Marshal (RDDP), Maintenance Supervisor, and Administrative Services Manager C.

About the Division:

The Fire Training Division is one of two divisions within the Fire Protection Bureau. Outside of the Washington State Patrol, the FTD is known as the Fire Training Academy. The FTA operates a 51-acre live fire training facility located in North Bend, Washington and provides classroom, hands-on, and live fire training to the fire service, the military, law enforcement and other safety and industrial professionals. The FTA also coordinates and administers the Regional Direct Delivery which provides basic firefighter training to volunteers throughout the state in the communities they serve.

Duties

  • Manages and directs leaders that oversee statewide programs.
  • Manages the day-to-day operations of the Fire Training Academy.
  • Provides leadership, vision, innovation and safety insight into the development of fire service training curriculum and state of the art training props.
  • Ensures compliance with applicable environmental safety and health regulations.
  • Ensures the development and implementation of course curriculum is current with industry standards.
  • Manages through subordinate leader's various contracts to include but not limited to: food service, janitorial service, wastewater treatment plant operation and other essential service contracts.
  • Prepares and presents oral and written reports to government officials, senior agency managers, and fire service stakeholders.
  • Ensures areas of responsibility comply with state and federal law, state administrative regulations, agency policies and procedures, bureau procedures, and division procedures.
  • Provides direction and site coordination of employees and contractors with safety duties.
  • Oversee the administration of the Regional Direct Delivery (RDDP).
  • Oversee the administration of the National Fire Academy (NFA) and Assistance to Firefighter Grant (AFG) programs up to $500,000 annually.
  • Advises the FTA Division Commander and State Fire Marshal on facility needs.
  • Attends conferences and meetings in the absence of the FTA Commander.
  • Solicits input from the Fire Service to ensure the FTA addresses training needs.
  • Draft, implement and administer policies pertaining to the operations of the Fire Training Academy.

Qualifications

Required Qualifications:-

Five years of management experience OR five years' experience as a Chief level officer in a fire department OR four years' experience as a Chief Deputy State Fire Marshal.

  • Knowledge of adult based learning principles.
  • Possess and maintain a valid Washington driver's license.
  • Demonstrated excellent written and verbal communication skills.
  • Demonstrated ability to manage a complex budget.
  • Demonstrated ability to work in a political environment with multiple stakeholders.
  • Demonstrated leadership qualities within a complex organization.
  • Knowledge of Occupational Safety and Health Administration (OSHA), Washington
  • Industrial Safety and Health Act (WISHA), NFPA, IFSAC standards in order to ensure program compliance.

  • Successful completion of a pre-employment polygraph examination and background investigation.

  • Level 100-4001 Course Completion in Washington State Contracts Management Modules (within 6 months of holding position).
  • Course Completion in Washington State Executive Management Purchasing and Procurement (within 6 months of holding position).
  • Lean Facilitation and/or Project Management certification (within 12 months of holding position).
  • Supervisor Basic training certification (within 12 months of holding position).
  • Leadership in Police Organization certification (within 24 months of holding position).
  • Middle Managers certification (within 24 months of holding the position).

Insurance Benefits

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
