Job Description and Duties

Applicants at the Staff Services Analyst and Associate Governmental Program Analyst (SSA/AGPA) level will be considered. Under the direction of the Staff Services Manager I, the incumbent will perform the following duties:

Compose, coordinate, and edit the analysis of complex state and federal waste management and recycling legislation. This is expected to be accomplished through continuous program review, statistical analysis, and investigation or relevant research. The analyst will also develop amendment language to legislation; write letters to legislators to communicate CalRecycle’s position on bills; identify and assess stakeholders, fiscal impacts, health and safety issues, and programmatic impacts of legislation; routinely consult with and/or respond to inquiries from legislative offices, interest groups, other state agencies, and the public regarding waste management and recycling policy; continuously and independently research issues related to state and federal legislation, fiscal and budget issues, and general waste management and recycling policy issues; draft testimony and prepare information for the Deputy Director for Legislation to present at legislative committee hearings or other private or public engagements; and attend meetings on legislation on behalf of CalRecycle with legislative staff, stakeholders, and other interest groups.

This position may be eligible for up to one day telework per week under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria set forth in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of telework eligibility, all employees may be required to report to the position’s designated headquarters location, as indicated on their duty statement, at their own expense.
