Your impact

At Jacobs, We are looking for a Director of Federal Corridors and Hubs. This position Oversees the Office of Federal Corridors & Hubs, which is responsible for all activities necessary to meet environmental planning documentation or preliminary engineering consistent with the National Environmental Policy Act (NEPA) and the Federal Transit Administration (FTA) Project Development phases. Directs staff, consultants, and related services needed for the advancement of the Authority’s long-range planning efforts needed for future bus and rail expansions. Manages long-range transit study processes and Federal Capital Investment Grant (CIG) processes, and FTA-mandated policies and procedures.

Prepares, administers, and maintains adherence to budget and delivery schedules. Works closely with the Office of Capital Program Delivery to ensure that projects are initiated in accordance with Capital Programs Expansion & Innovation’s (CPEI) Program Governance regulations. Responsible for representing MARTA in the region.

May be required to act on behalf of the AGM of Planning & Project Development in his/her absence.

  • Oversees and manages transit planning projects and activities that contribute to the advancement and expansion of MARTA’s bus and rail services within the region.
  • Provides conceptual planning oversight and manages environmental planning processes for the Authority’s expansion programs.
  • Develops and monitors the annual work program and budget for the Office of Federal Corridors & Hubs.
  • Works closely with internal departments and affected agencies to ensure the work program components are adequately reflected in the Capital Improvement Program.
  • Works with the Office of Budget and Contracts & Procurement to secure consultant services for future rail and bus corridor and facility studies.
  • Directs and supervises staff responsible for the oversight of consultants’ contracts.
  • Manages project schedules, budgets and overall work quality to ensure that the business/organizational goals and objectives are achieved.
  • Ensures full compliance with state requirements of the National Environmental Protection Act (NEPA) as well as any additional applicable federal or local requirements.
  • Oversees, guides, and directs the operations of consultants under Planning & Project Development contracts.
  • Provides project oversight and serves as a technical resource expert to the business unit.
  • Ensures that both internal and external staff are integrated in efforts to support the project activities of the department.
  • Directs planning, environmental studies, and preliminary engineering activities for transit corridor and facility projects.
  • Supports and enhances MARTA Title VI, GIS, transit-oriented development, and sustainability programs.
  • Maintains strong working relationships with stakeholders, cities, and other outside agencies.
  • Makes presentations to MARTA committees and Boards of Directors. Also makes presentations regarding MARTA projects to policy groups (such as city councils, transportation commissions, etc.) of affected member agencies.
  • Performs other job-related duties as assigned.

Here's what you'll need

Ten years of experience conducting transportation and regional planning studies, along with preliminary engineering of transit projects and programs. Six years of management-level experience are required. Project or construction management experience is highly desirable. Knowledge of FTA-mandated policies, procedures, and processes (i.e., Federal Capital Investment Grant process), Regional Transportation Plan (RTP), and Transportation Improvement Program (TIP) is also highly desired..

Must possess excellent written and oral communication skills and a demonstrated ability to effectively present information and respond to questions from the Executive Management Team, Board of Directors, regional partners, and project stakeholders. Experience in leading groups and projects, proven problem-solving skills, and computer literacy are required. In lieu of a degree, experience as described may be substituted on a year-for-year basis.

150,000.00

Posted Salary Range: Upper

165,000.00

The base salary range for this position is $150,000.00 to $165,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
