Subcontracts Manager

We are seeking an experienced Subcontracts Manager to join our dynamic Contracts & Procurement team. The Subcontracts Manager will be responsible for managing the full life cycle of subcontracts in support of U.S. government contracts. This role involves negotiating, executing, and administering complex subcontract agreements, ensuring compliance with Federal Acquisition Regulations (FAR), agency supplements (e.g., DFARS), and internal company policies.

Responsibilities

  • Subcontract Lifecycle Management: Lead the development, negotiation, execution, and administration of subcontracts from pre-award through closeout.
  • Compliance Oversight: Ensure subcontracting activities are compliant with FAR/DFARS, CPSR, contract-specific clauses, and Akima policies.
  • Risk Mitigation: Identify and mitigate subcontract-related risks; maintain appropriate documentation to support audit readiness.
  • Negotiation & Contracting: Negotiate terms and conditions, pricing, delivery, and other subcontractor performance requirements.
  • Source Selection: Assist in source selection processes, including drafting and issuing RFPs/RFQs, evaluating proposals, and conducting cost/price analysis.
  • Subcontractor Management: Monitor subcontractor performance, resolve issues, and manage modifications and deliverables.
  • Reporting: Maintain subcontract files and systems; provide accurate and timely reports to internal stakeholders and customers.
  • Collaboration: Work closely with Program Managers, Legal, Finance, and Technical Teams to align subcontracting efforts with program goals.

Qualifications

  • Bachelor’s degree in business, supply chain or similar and 10 years’ experience.
  • Strong understanding of FAR/DFARs and other public laws and regulations.
  • Experience with Costpoint 8 or higher.
  • Strong background in compliance.
  • Strong attention to detail.
  • Exemplary written and oral communication skills, strong presentation skills, ability to listen well and communicate effectively with others.
  • Proven ability to collaborate across the organization and operate effectively within a matrix environment by resolving conflict and influencing others.
  • The candidate must possess in depth knowledge of software applications: word-processing and spreadsheets.
  • US Citizenship is required.
