Education and Experience: A Bachelor's Degree or higher in Business, Public Administration, Accounting or a related degree and one (1) year of payroll or grant compliance, or project analysis experience.
Licenses and Certificates: Texas Class "C" Driver's License or equivalent from another state.
Under general supervision, investigate, monitor and audit City Contractors to ensure that contractual obligations are in compliance with city, state and federal standards.
Audit, review and monitor City Contractor's as assigned. Involves: Monitor contractors and enforce compliance to contract provisions including federal regulations, submittal requirements, apprenticeship provisions and wage rates. Conduct payroll verification and review job-site interviews to assure compliance with established wage scales. Investigate wage and salary dispute and recommend appropriate corrective action. Prepare reports on findings, concerns and recommendations. Respond to requests for information on wage regulations, policies and related matters. Coordinate with auditing agencies (Federal and State) on compliance issues.
Assist in the bid document preparation, bid solicitation, bid opening, bid review of construction projects. Involves: Perform the lead role in overseeing the functionality and operational use of the LCP Tracker payroll monitoring system for construction contractors. Implement and maintain the CIP ACE project planning software. Assist in the financial processing of payments to contractors.
Supervise and inspect assigned projects under contract. Involves: Prepare progress reports and give presentations to management and staff. Attend meetings and conferences as required to provide information and requirements of local, state and federal standards. Advise management on compliance issues and contract requirements. As required testify as project manager on dispute cases. Respond to contractor's request for information (RFI's) regarding wage regulations, policies and related matters. Coordinate with agencies on contract compliance issues. Review, evaluate, approve, deny or reject contractor's pay applications.
