The Office of Strategic Initiatives and Program Support (SIPS) supports NCDOT senior leadership and is charged with understanding current and future industry trends, leading strategy development, streamlining decision making, solving complex policy problems, and facilitating process improvement so NCDOT is better able to meet strategic goals and targets. SIPS’s mission is to utilize data, research, and input from agency leaders, customers, and partners to facilitate agency visioning, long-range planning, performance target setting, program management, and cross-departmental strategic initiatives. The Data and Information Branch at NCDOT leverages data, technology, and advanced analytics to support data-driven decisions and improve business outcomes. The team provides services in data governance, project management, business analysis, data analysis, and special reporting initiatives.
This position serves as Program Coordinator I (working title: Data Analyst) within the Office of Strategic Initiatives and Program Support (SIPS), reporting to the Data and Technology Manager. The position applies working knowledge of business systems and processes by collaborating with business units, consultants, and IT to assess data needs and deliver tailored solutions, including Power BI dashboards, database cleaning/organization, and workflow tools such as Smartsheet and MS Forms. The position identifies and clarifies data-related issues, proposes viable solutions aligned with agency priorities and resource constraints, and supports guided decision-making within project teams. The position supports key NCDOT and DITT initiatives such as Microsoft Copilot AI integration within NCDOT, reporting and analytics related to disaster recovery, data governance implementation, and digital delivery.
The program area for this position includes one or more of the following: project management, data governance, working knowledge of data analytics and reporting, maintain and updating dashboards such as Smartsheet’s/Power Bi, modifying processes using applicable technology, web-based data systems and programs such as Microsoft form, and/or working knowledge of business systems.
