Position Description

Construction Inspector I-II

Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and/or complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform materials tests and manufacturing process inspections at fabrication sites. Employees at this level follow standard practices that do not require frequent supervision of details.

Construction Inspector III

Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports and related structures in accordance with plans and specifications; acts as consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and/or complex projects within a district or conduct statewide construction inspection activities for ongoing airport improvement projects. Trains others. Responsible to a licensed professional engineer who has full authority for approval of all work. Work requires contact with contractors. May perform material tests and manufacturing process inspections at fabrication sites. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Construction Inspector I

  • Calculates payments due contractors for work completed.
  • Observes and inspects ongoing construction work.
  • Consults with Project Engineers, resident project representatives and contractors' superintendents on work progress and construction problems; reviews equipment utilization data and time/cost estimates.
  • Ensures contractors build roadways, bridges and related highway structures and/or airport improvements in accordance with plans and specifications.
  • Monitors project phasing and traffic control plans or airport closure plans and ensures compliance with approved safety standards; inspects barricades as required moves traffic control devices and barricades.
  • Documents work progress and issues arising throughout scope of project.
  • Oversees construction record-keeping activities; recommends payments to contractors; recommends change orders, extra work orders/supplemental agreements; reviews proposed change orders submitted by consultants; prepares reports.
  • Performs other job responsibilities as assigned.

Additional duties for Construction Inspector II include:

  • Handles problem calls from producers, suppliers, inspectors and construction project field personnel
  • Prepares and reviews correspondence.
  • Attends pre-construction meetings and answers questions from contractors and other attendees.
  • Drives/travels to geographically separated fabrication plants/project sites to monitors program status; perform
  • unannounced inspection of operations, and problem resolution.
  • Moves equipment, tools, materials, and products.
  • Ensures adequate levels of equipment and materials are assigned to projects; ensures material tests are performed and materials meet required standards.
  • Documents work progress and issues arising throughout scope of project.
  • Advises supervisor of inspection activities and problems at plants and assists in coordinating inspections.
  • Assists in engineering-related data collection, inspections, assessments, analysis, and review activities for plan development by others.

Additional duties for Construction Inspector III include:

  • Analyzes procedures to identify deficiencies and recommends improvements to management.
  • Ensures prompt notification and/or repair of any deterioration or damage that could be hazardous to the traveling public.
  • Performs engineering-related planning, design, data collection, inspections, assessments, analysis, and review
  • activities for plan development by others.
  • Reviews construction records, inspection reports and records audits to ensure contractors build roadways, bridges and related structures in accordance with plans and specifications.
  • Mentors and develops technical employees in test and inspection procedures and material specifications.
  • Independently observes and inspects ongoing fabrication processes of structural steel bridge girders, pre-stressed
  • concrete bridge girders and other structural components.

Minimum Qualifications:

Education:

Construction Inspector I-III High School Grad or Equivalent in general high school studies.

Experience:

Construction Inspector I: NONE (Experience can be satisfied by fulltime or prorated parttime equivalent)

Construction Inspector II: 1 year of experience in construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Construction Inspector III: 2 years of experience in construction inspection, engineering support, maintenance and repairs, materials or process inspection; or transportation engineering support related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

Construction Inspector I-III Valid driver’s license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:

  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Subject to atmospheric conditions-fumes, odors, dusts, mists, gases, poor ventilation
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Subject to noise
  • Required to wear protective gear-respirator, hard hat, or other device
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
