Job Description

The City of Chesapeake Public Utilities is seeking a diligent and detail-oriented Utilities Locator to join our Damage Prevention Team. The successful candidate will play a critical role in locating and marking City utility systems accurately to prevent damage during excavation activities. Using a blend of records, measurements, and advanced locating tools, the Utilities Locator ensures compliance with the Damage Prevention Act and supports safe excavation practices.

KEY RESPONSIBILITIES:

  • Accurately mark City water, sewer, and communication systems in compliance with the Damage Prevention Act standards using specialized locating equipment.
  • Serve as the primary liaison with excavators, ensuring responsible digging practices. Respond promptly to Miss Utility tickets within mandated timeframes and adhere to prescribed marking standards.
  • Investigate and document damages related to excavation activities, applying a thorough understanding of the State Corporation Commission (SCC) regulations and Damage Prevention Act requirements.
  • Utilize GIS, image repositories, and response software proficiently to support locating and documentation tasks.
  • Independently execute locating assignments, employing electronic equipment to gather precise GPS coordinates.
  • Evaluate excavation activities near City utility systems to identify potential risks and collaborate proactively with excavators to prevent damage.
  • Develop work methods and sequence tasks within general guidelines under supervision, demonstrating strong problem-solving and organizational skills.

KEY QUALIFICATIONS:

  • Strong work ethic with a high degree of responsibility and ownership over City utility infrastructure.
  • Proficient communication skills for effective coordination with internal teams, contractors, and external stakeholders.
  • Experience using GIS systems, locating equipment, and GPS technology preferred.
  • Ability to work independently and manage multiple locating assignments efficiently.
  • Knowledge of excavation safety standards, State Corporation Commission regulations, and the Damage Prevention Act is highly desirable.

Required Qualifications

Vocational/Educational Requirement:

Requires high school diploma or GED.

Experience:

In addition to satisfying the vocational/education standards, this class requires a minimum of six months of full-time equivalent experience.

Special Certifications and Licenses:

Requires a valid driver’s license and a driving record that is in compliance with the City Driving Standards.

Special Requirements:

Employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.
