Why does the job exist?

The Licensing and Certification Authority (LCA) Bureau monitors health, safety, supervision, and quality of care for specific certified services and licensed facilities throughout New Mexico.

The Program Monitor position is essential for monitoring licensing and certification regulatory compliance for specific child/adolescent medically necessary services (reimbursed by Medicaid) and licensed facilities across New Mexico.

Program Monitors license and certify statewide Medicaid behavioral health service programs for children and adolescents. Program Monitors contribute to the review of service delivery during the course of their provider compliance activities while on survey.

They conduct surveys to evaluate service quality and compliance.

They also work with the LCA team to determine prospective provider readiness for initial licensure and certification. Program Monitors work with the Team to propose sanctions for programs substantially out of compliance with Medicaid Standards of Care and CYFD licensing and certification requirements.

They monitor and track regulatory progress on assigned caseloads.

They also conduct health, safety or quality of care investigations as indicated and write associated reports. Program Monitors also provide expertise regarding behavioral health programming.

How does it get done?

Monitoring of health, safety, welfare, active treatment, quality of care, and regulatory compliance information is conducted through surveys, investigations, focused reviews, and inquiries which also includes travel throughout the state.[33.4%].

Monitoring of health, safety, welfare, active treatment, quality of care, and regulatory compliance information is conducted through reviewing, triaging, and conducting follow-up to Serious Incident Reports (SIR), Statewide Central Intake (SCI) reports complaints, concerns, and additional referrals. Ensuring adherence to CYFD mission to improve quality of lives for children is conducted through ongoing stakeholder and LCA communication, collaboration, and cooperation via technical assistance, corrective action planning, and follow-up [33.3%].

Who are the customers?

The program monitor engages in regulatory monitoring which is specific to certified and/or licensed providers. Monitoring includes reviewing the programs staff, training, policy and procedures along with the children and treatment teams involved in their care and placement. LCA collaborates with multiple state, local, and national governments along with providers in the course of program monitoring. The program monitor works closely with their direct supervisor, LCA Deputy Director and other state entities such as the Health Care Authority and Department of Health. The program monitor also provides support to assigned providers regarding understanding of regulations and how to remain in compliance with requirements.

Ideal Candidate

Preferred experience: Experience working with children, adolescents and families in a behavioral health or medical setting.

Experience in conducting or participating in regulatory compliance and quality improvement activities. Excellent written and verbal communication skills, including experience in writing technical documents.

Have a form of license lending to the experience. RN, LPN, LMHC, LBSW, LMSW, LPCC, LCSW or LMFT are preferred.

Minimum Qualification

Bachelor's degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, and/or Family Studies/Services and four (4) years of any combination of experience including working with communities, working on health or social service related matters, social work/case management experience, behavioral health, and/or health care. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience.

Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results.

Working Conditions

Program Monitors engage in both office-based and community-based monitoring activities. Extensive travel across New Mexico on a monthly basis is involved in program monitoring duties. Ongoing usage of computers and telephones is involved in daily responsibilities. Detailed review of numerous documents, information, and clinical content is involved in daily job tasks. Extended periods of sitting is involved in addition to some physical activity (walking, bending, lifting, kneeling, reaching). Must be able to lift 25 pounds.
