JOB QUALIFICATIONS:
Education: Bachelor’s degree from an accredited college or university in education or Human Resources management; administration or supervision coursework preferred. Master’s degree desirable.
Certification or Licensure: Valid Georgia Educator's Certificate issued by the Georgia Professional Standards Commission. Professional Human Resources (PHR) desired.
Skills: Thorough knowledge of school system organization. Thorough knowledge of the Board of Education, state and federal laws, and rules and regulations pertaining to employment. Exceptional interpersonal skills, oral and written communications, and leadership and supervisory skills. Self-starter with a strong sense of initiative. Demonstrated commitment to all seven HR Department core values: Service, Teamwork, Initiative, Confidentiality, Commitment, Communication, and Keeping our promises. Knowledge of all of the seven core competencies of the Supporting Services Professional Growth System (SSPGS) including a commitment to students, knowledge of the job, professionalism, interpersonal, communication, organization, and problem-solving.
Work Experience: Three years of experience in some aspect of human resources, school personnel work, and/or leadership/supervisory experience. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
PRIMARY DUTY:
This position is responsible for identifying current and future staffing needs. Advertises job vacancies, reviews applications, arranges interviews and recruits viable candidates. Advises job applicants about the qualifications needed for position(s) and the conditions of employment. Works with administration, principals, and directors to promote and reassign existing employees. Educates administrators and employees on staffing policies and handles staff consultations and grievance procedures. Assists in the development and implementation of personnel policies regarding recruitment of new employees, training and development, job classification, pay and benefits administration, and collective bargaining. Keeps abreast of the latest policies governing labor relations. Works to ensure management and employees have a clear and healthy relationship. Delivers a high level of customer service.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
1. Prepare, correct, and complete with accuracy, the Georgia Department of Education’s Certified and Classified Personnel Information (CPI) report that is used to allocate funding for teacher salaries.
2. Assemble information necessary to properly update the state CPI report for each reporting period. (*)
3. Activities required are as follows:
4. Post salaries correctly while cross-checking with the payroll department for accuracy.
5. Highly Qualified legislation and apprise teachers of their status and timelines for compliance.
6. Counsel teachers and paraprofessionals in person and by phone regarding certification policies and procedures. (*)
7. Maintain a record of certification documents forwarded to and received from the Professional Standards Commission. (*)
8. Maintain certification files on all new hires. (*)
9. Transmit all clear renewable applications electronically. (*)
10. Enter certification data in the computer and a copy to payroll. (*)
11. Prepare certification notification letters to all certified staff. (*)
12. Collect, compile, and distribute data for the principal’s recommendation list of certified personnel. (*)
13. Evaluate and review the educational credentials of prospective new hires. (*)
14. Prepare the quarterly Certification Update newsletter to keep certified personnel abreast of key certification changes and rules.
15. Analyzes contracts and confers with various department heads and principals to detect ambiguities and inaccuracies, omissions of essential terms, and conflicts. (*)
16. Handles and verifies the accuracy of contracts for certification. (*)
17. Independently respond to inquiries/concerns and interpret applicable GaPSC Certification rules (*)
18. The employee shall carry out other and further duties whether specifically listed above or not, as are assigned or required by such employee’s supervisor, other appropriate school personnel and board policy administration regulation, and department handbook, as are reasonably necessary to the efficient operation of the school system and its mission.

The work environment characteristics are representative of those an employee encounters while performing the essential functions of this job. The employee must occasionally lift and/or move up to 25 pounds. While performing the duties of this job, the employee is regularly required to talk and hear. The employee is frequently required to walk, stand, and sit.
SPECIAL REQUIREMENTS: May require travel to various schools within the school district. (Frequent overtime or night work required, etc.) Annual leave is limited during specified timeframes. Overtime and night work are required. Attendance at evening School Board meetings, presentations, ceremonies, and school programs required.
