The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is seeking to fill one (1) Air Pollution Control Engineer 3 vacancy within the Field Enforcement Unit of the Enforcement Division of the Bureau of Air Management. This position is located in Hartford, Connecticut.

POSITION HIGHLIGHTS

Within the Enforcement Division, the Field Enforcement Unit is responsible for:

  • Conducting on-site compliance evaluations of Title V/major, synthetic minor, and true minor sources of air pollution to assess compliance with state and federal air quality statutes and regulations; and
  • Conducting inspections and investigations associated with public complaints, stage 1 gasoline vapor recovery, open burning, violation notice compliance, and state order compliance.

Under general supervision, the incumbent will be responsible for performing the most technically complex duties within these functional areas, including training and mentoring training- and journey-level staff. The incumbent may lead the implementation of Field Enforcement Unit initiatives.

This position will require routine in-state travel in support of the unit's work, e.g., conducting on-site inspections as well as infrequent out-of-state travel for training and to attend regional and national work groups and conferences.

This position will be located at DEEP Headquarters, at 79 Elm Street, Hartford, CT. This is a full-time, 35 hour per week, Monday through Friday position. This position may include opportunities for a hybrid schedule that includes telework.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, Bureau of Air Management this class is accountable for acting as a working lead and/or for performing the most complex tasks in engineering studies of the effectiveness of stationary and mobile source air pollution controls involving air pollution monitoring equipment and the enforcement of air pollution regulations.

EXAMPLES OF DUTIES

Specific programmatic responsibilities and duties include, but are not limited to:

  • Independently conduct inspections of highly complex Title V facilities.
  • Independently conduct inspections of large facilities with numerous, diverse, and/or unique emission sources.
  • Independently conduct inspections of sources at which complex compliance issues have been identified or are believed to be occurring.
  • Coordinate and conduct multimedia inspections with other divisions within the Department and/or with outside government agencies.
  • Independently conduct inspections in relation to public complaints, stage I gasoline vapor recovery, open burning, violation notice compliance, and state order compliance.
  • Independently interact with public complainants to ascertain the nature of the complaint, investigate the complaint, and explain the Department’s regulatory authority relative to the complaint.
  • Quantify sources’ potential and actual emissions by reviewing/auditing emission and process data and by utilizing accepted emission quantification calculation methodologies and models.
  • Exercise a thorough understanding of air pollution control principles for all source categories.
  • Write comprehensive and detailed inspection reports and compile documentation and evidence to support enforcement actions, as appropriate.
  • Draft and recommend the issuance of Notices of Violation to address violations of federal regulations and state statutes, regulations, permits, and orders.
  • Coordinate compliance activities with staff of the Enforcement Division’s Investigations, Source Emission Monitoring, Administrative Enforcement, and Compliance Analysis and Coordination units.
  • Provide comments on pending permitting matters before the Department.
  • Train and mentor training- and journey-level staff.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of sources and types of air pollution and methods of control;
  • Knowledge of
    • laws and regulations concerning air pollution engineering and control;
    • data collection and analysis techniques;
    • instrumentation and techniques for monitoring air pollution;
    • quality assurance plans;
    • industrial, mechanical and chemical processes;
    • engineering related computer applications;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • design, calibrate, troubleshoot and maintain telemetry, meteorological monitoring and electronic data handling equipment;
    • evaluate cost effectiveness of air pollution control equipment;

    • lead.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience as an engineer or scientist in an air pollution control program or as an engineer or technician in the installation, operation, calibration, modification, maintenance and repair of chemical, mechanical, meteorological and electronics equipment and instruments including two (2) years directly related to air pollution control.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in applied mathematics, biological or physical sciences, engineering, meteorology, public health or statistics may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in applied mathematics, biological or physical sciences, engineering, meteorology, public health or statistics may be substituted for one (1) additional year of the General Experience.
  • For state employees one (1) year of experience as an Environmental Protection Air Pollution Control Engineer 2 or two (2) years of experience as an Environmental Protection Air Pollution Control Engineer 1 may be substituted for the General Experience.

PREFERRED QUALIFICATIONS

  • Experience utilizing the principles and practices of air pollution control to conduct compliance evaluations of air emission sources;
  • Experience analyzing air pollution data and quantifying actual and potential emissions utilizing emission calculation methodologies and models;
  • Experience interpreting, applying, and enforcing air pollution control statutes, regulations, and permits and identifying and targeting sources for regulatory compliance purposes;
  • Experience communicating technical, regulatory, and policy information pertaining to the air quality field to audiences verbally and in writing;
  • Experience leading projects in the air pollution control field.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury, physical harm, discomfort and to moderately disagreeable working conditions on occasion.
