Position highlights

This role directs three critical divisions- Financial Management, District Operations, and Engineering, Safety, and Sustainability- to ensure efficient and compliant management of DEEP's budget, infrastructure, and capital projects.

This position plays a vital leadership role in budgeting nearly $300 million annually, managing statewide facilities and infrastructure assets, overseeing $70 million in current capital improvement projects, and ensuring safety and operational effectiveness across the agency.

This position is 40 hours per week, Monday thru Friday. Our office is located in Hartford, and teleworking opportunities may be available.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for administering the fiscal and administrative programs and operations of the agency.

EXAMPLES OF DUTIES

  • Oversees and coordinates the activities of the Bureau of Central Services, including the Financial Management, District Operations, and Engineering, Safety, and Sustainability Divisions.
  • Directs budget development and administration for complex funding streams totaling over $280 million, including state appropriations, federal grants, and capital funds.
  • Ensures financial compliance with applicable federal, state, and audit requirements; oversee accounting functions, reporting, and contract payments.
  • Manages planning, execution, and oversight of large-scale capital projects and infrastructure maintenance across statewide facilities.
  • Leads agency-wide safety and sustainability initiatives, ensuring compliance with workplace standards and delivery of safety training programs.
  • Directs the digitization and management of agency records to support transparency and improve access to public information.
  • Develops and implements policies and procedures to strengthen operational performance and program alignment with agency goals.
  • Supervises division directors; set performance expectations, evaluate outcomes, and support workforce development and succession planning.
  • Serves as liaison to internal leadership, external stakeholders, and legislative bodies regarding fiscal, operational, and capital planning matters.
  • Provides strategic input into agency-wide financial forecasting, infrastructure investments, and administrative modernization efforts.
  • Prepares fiscal impact analyses and administrative summaries for proposed legislation, regulatory changes, or agency initiatives.

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administration, personnel, payroll, purchasing) at least one (1) of which must be an accounting or budgeting function.*

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must be at a managerial level.

NOTE: For state employees, this experience is interpreted at the level of an Assistant Chief of Fiscal/Administrative Services, a Principal Budget Specialist or Fiscal/Administrative Manager.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

  • Experience leading teams in public or private sector fiscal and administrative operations, including oversight of multiple divisions or functions
  • Experience in budgeting, financial reporting, and compliance with regulatory or audit frameworks, including managing funds from different sources."
  • Experience managing large-scale capital projects, infrastructure assets, or facility operations across multiple sites.
  • Experience with procurement processes, contract development, and vendor oversight within regulated or compliance-driven environments.
  • Experience leading safety, sustainability, or operational programs that align with organizational goals and statutory requirements.
  • Communication and stakeholder engagement skills, including the ability to present fiscal or operational information clearly to internal stakeholders and external stakeholders.
  • Experience leading digital transformation initiatives, including involving modernization of records management or administrative systems.
