We are seeking qualified applicants for the position of Manager, Pipeline Control located in Houston, TX.

General Description:

The Manager, Pipeline Control is responsible for the 24X7 real time pipeline control operation of Venture Global’s inter/intrastate pipelines. This includes the safe and reliable delivery of the daily scheduled quantities through the real-time operation of compressor stations, pipeline facilities, and interconnect flows.

Ensures all controllers are adequately trained to identify hazards and safely carry out duties as required while delivering business results. Manager will lead an integrated team focused on developing and using standard practices, resources, and niche talent. This role will develop and implement standards, process and procedures to safely monitor and control our assets and operations, while participating in industry events to influence outcomes and share standard practices.

Responsibilities:

  • Participate in the development of Control Room Management (CRM) procedures as defined in 49 CFR 192.631;
  • Hire staff, implement procedures, and systems to ensure compliance and safety for a new 24-7 pipeline control center located in Houston, Texas;
  • Establish roles and responsibilities, drive SCADA design to provide adequate information, perform and esblish routines for alarm and fatigue management, ensure change management is performed as defined in 49 CFR 192, API RP 1167, and API RP 1168;
  • Provide controller training as outlined by 49 CFR 192
  • Ensure SCADA displays are designed and styled considering API RP 1165;
  • Assist in development of leak detection programs aligning with API RP 1130 and API RP 1175;
  • Operates pipeline facilities remotely from the control center using advanced knowledge of gas flow, compression, regulations, and the supervisory control system;
  • Oversee development and execution of daily production plans, including maintenance activities, to assure daily scheduled receipts and deliveries are met with DOT and tariff standards;
  • Makes decisions, responds to abnormal conditions, and coordinates emergency communications;
  • Monitors imbalance activity in conjunction with the Commercial Pipeline organization;
  • Ensures compliance with training and documentation of all applicable regulations related to pipeline control;
  • Grow and maintain operational assistance relationships with interconnecting pipelines to ensure mutually beneficial results;
  • Provide expertise to other groups in Venture Global LNG on pipeline operations, pipeline development, and the interstate pipeline system; and
  • Represent Venture Global in customer meetings, industry forums, and internal leadership events.
  • Ensure Control Room training meet all regulatory and company-specific compliance requirements
  • Stay up-to-date with industry standards and recommend improvements to the Control Room
  • Accountable for preparation and representation in Control Room Audits
  • Accountable for the development and maintenance of Pipeline Control Room procedures

Qualifications:

  • Education and Certifications:
  • Education:
    • Bachelor’s degree in Education, Training & Development, Engineering, or a related field. Equivalent experience may be considered
  • Experience:
  • 10+ years of experience in Liquids or Gas Control Room Operations
  • Proven knowledge of operating requirements and procedures relating to all aspects of Control Room Operations.
  • Experience with OSHA, EPA, FERC, DOT, and PHMSA rules and regulations
  • Expert familiarity with CFR 49 part 192 and some familiarity with part195
  • Expert familiarity with implementing API RPs for control room management
