This position announcement will be used to fill a full time, permanent Zoning Inspector Supervisor vacancy in the Office of Planning and Zoning with Anne Arundel County Government.
The Zoning Inspection Supervisor is responsible for the enforcement of all aspects of land use law for the Office of Planning and Zoning. This includes the Zoning Ordinance, Subdivision Ordinance, and Critical Area regulations. The Position is also responsible for assisting with the administration and management of the Enforcement Section and the Enforcement staff.
NATURE AND VARIETY OF WORK
This position oversees and coordinates review of case work generated by the Zoning Inspectors; serves as a liaison with other County offices and personnel; prepares work proposals, and coordinates the abatement of zoning violations.

Participate in the development of policies and procedures for the Enforcement Section.. Mediates issues between the public and the inspectors when necessary. Assists with difficult cases. Advises inspectors on various enforcement matters and code interpretation.
Plan, schedule, coordinate, and supervise the removal of violations through the County abatement program.
Develop and implement a training program for new inspectors and continuing professional development and training for Zoning Enforcement staff. Attend court hearings and appeals as necessary; provide information and guidance to inspectorsand attorneys; provide testimony regarding zoning code violations.
Perform the full range of Zoning Enforcement inspection duties including the management of zoning violation cases based on geographic area. Manage and investigate complex and challenging enforcement cases where a high level of experience, knowledge, training, and sound judgment are required.
Responsible for information dissemination to the public, and/or specialized groups through telephone conversations, community meetings/forums, brochures, and advising volunteer enforcement officers. Participates in the decision making of the affected group.
Works with other public agencies in enforcement efforts such as neighborhood sweeps, land use violation concentrations; or general clean up of a site-specific property. Review and close zoning violation cases and authorize civil citation service as necessary. Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of planning and zoning regulations and procedures, and of data requirements of planning and zoning processes.
Thorough knowledge of county governmental organization and functions as they interrelate with planning and zoning.
Knowledge of the application of computer technology and office automation to preservation and use of data files.
Ability to plan, assign, supervise, and evaluate work of technical and clerical employees.
Ability to establish and maintain effective work relations among subordinates and with representatives of other county departments and the public.
Ability to communicate effectively, orally and in writing.
Graduation from an accredited four-year college or university with major course work in planning or a related field; two (2) or more years of technical experience in planning, zoning, and code enforcement, including six (6) or more months of supervisory experience; and a valid non-commercial Class C motor vehicle operator's license.
NOTE: Graduation from an accredited four-year college or university with major course work in planning or a related field may be substituted on a year for year basis with up to an additional four (4) years of technical experience in planning, zoning, and code enforcement for a total of six or more years of technical experience in planning, zoning, and code enforcement, including six (6) or more months of supervisory experience.
Preference will be given to candidates that possess the following:

2.) Strong communication skills with the ability to clearly articulate land use and zoning regulations to the general public.
3.) Ability to work with a variety of databases in managing and tracking data.
4.) Ability to mentor and guide subordinate staff in handling complex assignments.
5.) Ability to effectively mediate and resolve disputes with impartiality, fairness, and tact.
