This posting will be used to fill a full time, permanent, Planner II position in the Anne Arundel County Office of Planning and Zoning.
This position is in the Development Division on the Regional Team, which is responsible for the site development review of commercial, industrial, subdivision, mixed use, and town center properties. The Planner II duties include project management for the environmental, planning, and landscape analysis of subdivision and site development applications, in addition to associated permits.
The Office of Planning and Zoning is seeking a self-motivated candidate capable of independently completing routine planning assignments, including application review and comment via written memos, letters and/or reports. This is responsible and moderately complex professional work in the field of planning which includes, but is not limited to, the review of proposed land use, environmental preservation and zoning.
The ideal candidate must possess an attention to detail and experience working in an environment dependent on collaboration with subject matter experts for feedback. A significant background in development review and zoning with experience in applying environmental regulations is beneficial.
The candidate must possess advanced oral and written communication skills to communicate with internal and external audiences, as well as the ability to work independently and meet firm project deadlines.

NATURE AND VARIETY OF WORK
A Planner II on the Regional team is proficient in performing planning functions that require application and interpretation of complex building and zoning Codes for residential and commercial properties.
Employees must exercise considerable judgment in carrying out assignments which are broad - many projects are 5 to 10 years from concept to implementation.
These planning activities may involve new subdivisions, commercial sites, shopping centers, small area development plans and transportation issues.
The Planner II position is expected to perform projects with minimal supervision from Senior Planners and team leadership.
This is a journey level position, with project responsibilities progressing in complexity and expectations for independent problem-solving.

Under general supervision from the Planning Administrator, the Planner II on the Regional team is expected to:
Assist in the preparation of materials concerned with planning problems and elements of the comprehensive County plan.
Provide exemplary customer service by performing research and assistance to governmental agencies and the general public.
Conduct or participate in special studies of land use, land economics, and other factors.
Perform land use analysis and interpretation for complex planning projects, in compliance with regulations and County code.
Review and process subdivision and development applications for compliance with regulations and policies.
This includes, but is not limited to, compliance with the Adequacy of Public Facilities, Subdivision, Site Development, Zoning, Town Center
and Landscape ordinances, along with Federal, State and local environmental regulations such as, Forest Conservation, Non-tidal Wetland, Stream, Floodplain, and Steep Slopes.
Assists in the formulation of planning or zoning policy; represents superiors at various meetings; provides information on planning matters and regulations to the public.
KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of the principles and practices of planning, zoning, subdivision, and land use.
Considerable knowledge of principles and techniques of socio-economic research.
Considerable knowledge of research methods used in the collection, evaluation, and presentation of planning data.
Considerable knowledge of the literature of the field and of technical resources relevant to planning and related fields.
Considerable skill in planning, organizing, and conducting planning and related studies.
Considerable skill in preparing and presenting findings and recommendations effectively, both oral and written.
Ability to communicate ideas, results, and information clearly, concisely, and willingly.
Ability to establish and maintain effective working relationships with colleagues, representatives of other agencies, and the public.
A bachelor's degree from an accredited four-year college or university with course work in Planning, Geography, Geology, Public Administration, Public Policy Analysis, Geospatial Analysis, Landscape Architecture, Civil Engineering, Environmental Science, Land Use Planning, Urban Design, Master Development Planning, Environmental Science, Climate Change, Sustainability or a closely related field; two (2) or more years of experience in professional planning and zoning work or a related field; and a valid non-commercial Class C motor vehicle operator's license.
