JOB SUMMARY:

The Quality Control Manager (QCM) is responsible for managing and overseeing project quality control personnel and processes. This role leads the implementation of the Three-Phase Quality Control Program on fast-paced, high-impact projects. The QCM will be tasked with developing and executing quality control plans to ensure compliance with all quality standards in a dynamic, field-based environment. This position will be key in maintaining construction quality on a complex Erosion Control Project.

This position may involve working either day or night shifts, depending on project requirements. It is a camp-based role, with on-site accommodations and meals provided. The position is based in Nome and Barrow, Alaska, supporting an erosion control project.

ESSENTIAL FUNCTIONS:

  • Responsible for overall implementation and management of project Quality Control and has the authority to act in all project quality control matters on behalf of Brice.
  • Address inspections and audit programs, and initiate corrective actions based on review of data or customer input.
  • Ensure that project employees initiate and perform procedures and processes according to safety protocol.
  • Maintain updated testing plans and logs on site and ensure all testing is performed per contract.
  • Certify and sign statements on each invoice that all work to be paid under the invoice has been completed by contract requirements.
  • Develop and administer the project quality control plan with the Project Manager, Project Engineer, and Project Superintendent.
  • Enforce project quality control plans and associated standards.
  • Maintain a presence at the site at all times during work progress.
  • Conduct daily utilization and maintain the Federal Client reporting software.
  • Lead and document weekly QC meetings with the Project Manager, Project Engineer, and Project Superintendent, and provide written minutes as described in project-specific contract documents.
  • Write daily QC reports that reinforce construction activities in conformance with each specific project's established standard and constructively confront non-conformances to produce the desired outcome promptly.
  • Manage, schedule, review, and certify all submittals for client review and approval.
  • Prepare and track all RFI’s and DCVRs for submission to the client and the designer.
  • Conduct preparatory, initial, and follow-up meetings to understand the standards of care desired for each definable feature of work.
  • Verify and document that all materials received for the project conform to the approved submittal, are handled and stored appropriately, and are acceptable for use in the project.
  • Conduct preconstruction meetings with new and existing subcontractors and the Project Superintendent before the start of each new phase of the work to discuss issues that affect quality.
  • Perform all necessary project inspections needed for compliance with the construction contract.
  • Schedule, document the results, and maintain a log of all required code and independent inspections.
  • Document, correct, and re-inspect all non-conformances before completing the work.
  • Conduct periodic follow-up inspections to verify that work is proceeding by the contract documents and the approved submittals.
  • Perform Punch-out and Pre-final inspections and participate in Final Inspections. Establish a list of deficiencies and correct them before the Final inspection.
  • Assemble and forward project closeout documents to the Project Manager.
  • Stop work, if necessary, to resolve matters that affect safety, quality, and/or inhibit the logical progress of work.
  • Coordinate and lead project site meetings for quality control.
  • Assist with managing daily project reporting, including timekeeping, environmental and permit compliance, daily reports, operation and maintenance manuals, warranty certificates, and the As-built drawings submitted to the owner.
  • Organize and maintain project documentation for the project team and provide it to the client.
  • Work with other project management team members on the project schedule.
  • Maintain effective communication and coordination among all project participants.
  • Comply with all corporate risk management goals and objectives as they apply to the project.
  • Attend and participate in pre-work meetings, including Preparatory Phase Inspection meetings and periodic in-progress meetings to address quality concerns, and document matters about quality control.
  • Participate in monthly client safety meetings.
  • Work in a constant state of alertness and in a safe manner.
  • Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

This position does not have supervisory responsibilities.

KNOWLEDGE, SKILLS, & ABILITIES

  • In-depth understanding of construction quality control principles, practices, and procedures in compliance with federal and USACE standards.
  • Technical knowledge of various field construction concepts, practices, and procedures.
  • Knowledge of job costing and accounting procedures.
  • Skill in organizing resources, establishing priorities, meeting deadlines, and general time management.
  • Strong personnel management skills and ability to enforce Federal, State, and company labor and employment regulations.
  • Ability to provide effective professional communication and interpersonal skills regarding internal and external written, graphical, and verbal communications, as well as presentations.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to use a standard desktop/laptop computer and working knowledge of standard business applications, including Microsoft Office Suite, Project, and other industry-related applications.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees.
  • Ability to add, subtract, multiply, and divide using whole numbers, common fractions, and decimals.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to work independently and work cooperatively with others; ability to work with employees, business partners, and customers in a friendly and positive manner.
  • Ability to visualize, articulate, and solve complex problems and concepts, and make decisions based on available information.
  • Ability to use judgment and discretion.
  • Ability to handle stressful situations and effectively plan and organize duties to meet deadlines.
  • Ability to handle multiple tasks simultaneously.

  • Ability to work a flexible schedule, willingness to work weekends and/or evenings.
  • Ability to travel for work-related purposes, at times to remote project sites for extended periods of time.
  • Ability to operate a motor vehicle in a safe and efficient manner.

MINIMUM QUALIFICATIONS:

  • A graduate engineer or architect with a minimum of 5 years of construction experience on projects similar in scope and complexity to this contract,
  • OR
  • A bachelor’s degree in Construction Management with at least 5 years of relevant construction experience,
  • OR
  • In lieu of a degree, candidates may qualify with a minimum of 7 years of experience in construction quality control on projects similar to this project.
  • Prior experience working on U.S. Army Corps of Engineers (USACE) projects.
  • Familiarity with EM 385-1-1 safety requirements, including hazard identification and safety compliance.
  • First Aid/CPR certification (required; must be current or obtained within the first 90 days).
  • OSHA 30-hour certification (required; must be current or obtained within the first 90 days).
  • Must be eligible to work on secure military facilities and comply with all access and clearance requirements.
  • Experience using the Quality Control System (QCS) within the Resident Management System (RMS) preferred.
  • Possession of a USACE Construction Quality Management (CQM) certification is preferred.
  • Valid state driver’s license and must be qualified to operate a vehicle under the conditions of the Company’s Driving Policy.
  • Ability to pass a drug, driving, and background screening.

WORKING ENVIRONMENT:

The work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Brice Civil. has a fast-paced, multi-tasking environment requiring a high degree of efficient and effective performance. At times, work is performed outside of the office at indoor and outdoor job sites. Adaptability regarding schedule and design changes, and occasional overtime for immediate field support or bid processing, may be necessary.
