Position Description
One (1) Permanent-Exempt, full time, (40 hours/week), full year (260 days/year) position. Exempt employees are considered “at will” and serve at the discretion of the appointing officer.
Note: This position is designated as unrepresented/confidential and therefore, not represented by a bargaining unit.
Under the administrative direction of the Chancellor, the Board Clerk provides support to the Board of Trustees in managing their administrative needs, including travel arrangements. The Board Clerk is responsible for overseeing the operational budget for the Board of Trustees and providing administrative oversight for special projects. This role ensures that projects are completed as proposed, meeting timeline goals and projections, while working in conjunction with and supporting the senior staff.
The Board Clerk is expected to maintain the high standards required of staff serving the Chancellor’s Office, demonstrating a strong commitment to confidentiality and professionalism while performing their duties. Occasional evening and weekend work may be required to meet the demands of the position.
Job Duties
1. Prioritize, review, and maintain daily incoming voice and electronic communications on behalf of the Board of Trustees, ensuring timely and appropriate responses.
2. Prepare and distribute monthly Board of Trustees meeting and committee meeting agendas, along with other relevant materials, ensuring that all necessary information is provided to Board members in advance of meetings.
3. Take accurate minutes during Board of Trustees and Participatory Governance meetings, and post them on the designated platform (e.g., Boardocs) in a timely manner.
4. Process and manage all Board of Trustees travel requests, ensuring compliance with organizational policies and procedures.
5. Organizes and implements special projects on behalf of the Chancellor for the purpose of providing overall direction of projects activities and ensuring timely completion.
6. Oversees and assists in the preparation of detailed and complex records and reports (e.g. arrangements, personnel items, inventory, budgetary summaries, etc.) for the purpose of reviewing, making recommendation, and/or resolving matters.
7. Performs a variety of budget functions (e.g. overseas operational budget for the Board of Trustees) for the purpose of responding to inquiries about financial issues and ensuring operations are managed within budgetary guidelines.
8. Perform other duties as assigned by the Chancellor or designee, contributing to the overall effectiveness and efficiency of the organization.
Minimum Qualifications
1. Possession of a baccalaureate degree from an accredited college or university with major coursework in public administration, business administration, social sciences, political science, economics, education, or related field; AND
2. Six (6) years of increasingly responsible professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration or contractual agreements and/or grants, or other closely related functional areas;OR
3. An equivalent combination of experience and education.
College Work Study and Student Lab Aide experience with the District will be considered/applied as qualifying experience per an agreement made between the District and SEIU. This agreement will allow District students to take advantage of employment opportunities.
Desirable Qualifications
1. Proven ability to ensure public meetings comply with the Brown Act. Skilled in facilitating discussions using Robert’s Rules of Order.
2. Demonstrated experience in planning and directing the functions, procedures and staffing of an office.
3. Knowledge about the different operational departments of the District, e.g. Personnel, Business, Student services, Instruction.
4. Ability to assist in budget development and oversight.
5. Excel in the utilization of various software applications such as Word, Excel, Access and PowerPoint.
6. Ability to assist in preparation of reports by demonstrated proficiency in word processing, databases and spreadsheets.
7. Ability to interact effectively with a wide variety of individuals from multiple institutions.
8. Knowledge of organizational structure processes and behavior dynamics. Familiarity with community colleges is preferred.
9. Ability to work under pressure and strict timelines.
10. Experience in supervising professional staff.
11. Excellent communication skills (written and oral), problem-solving skills, critical thinking skills, and the ability to work independently, and meet deadlines.
12. Ability to work with individuals from diverse academic, socio-economic, cultural, sexual orientation, disability, ethnic and racial backgrounds.
Benefits
1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full year (260 days/year) work schedules are granted, as paid days off, the days between Christmas and New Year’s Day, as well as an additional five (5) paid days off during spring break. Eligible school- term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year’s Day shall be granted three (3) paid days off to be scheduled by mutual agreements between the employee and supervisor. Eligible school- term-only (STO) employees who are not scheduled to work the days designated as Spring Break will not be paid for these days off.
2. New employees hired on or after October 1, 2013, will contribute 2% of salary to the San Francisco Retiree Health Care Trust Fund (RHCTF).
