TxDOT's Waco District is looking for a Transportation Specialist V to serve in a Co-Crew Chief role for Traffic Signal Crew based at our Waco District Headquarters. This position provides planning, oversight, and high-level technical expertise and coordination for transportation programs involving multiple design and advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. This position develops and interprets guidelines, regulations, laws, policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Position Description

Provides planning, oversight, and high-level technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Develops and/or interprets guidelines, regulations, laws, policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Essential Duties:

  • Oversees and administers contracts for the installation and maintenance of traffic systems and/or traffic data collection devices.
  • Oversees traffic management programs/projects involving technical employees engaged in developing, installing, testing, programming and repairing electrical/electronic devices/systems.
  • Conducts new installation field site layouts prior to construction.
  • Coordinates maintenance material purchasing.
  • May serve as a lead worker and the related tasks.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Must have a Class "A" Commercial Driver's License (CDL) at time of application, with "N" endorsement within 90 days of hire.

Competencies:

  • Construction, operation and maintenance of traffic control devices
  • The Texas Manual on Uniform Traffic Control Devices
  • Electrical/electronic troubleshooting and repair techniques
  • Traffic signal systems design, testing and maintenance operations
  • Fiber optic technology

Physical Requirements and Working Conditions:

  • Subject to environmental conditions; protection from weather but not temperature changes
  • Subject to inside and outside environmental conditions
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs
  • Standing-prolonged periods of time

  • This job has been identified as physically demanding and will require a pre-employment physical.
  • Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
