TxDOT's Pharr District is seeking a District Environmental Quality Coordinator I or II to be based at our District Headquarters in Pharr, TX.

In this role, you’ll oversee environmental compliance during active roadway construction projects, ensuring all work aligns with the policies and regulations from state and federal agencies. You’ll be investigating active transportation projects throughout the construction lifecycle and training field staff on environmental protocols. Salary Range:

District Environmental Quality Coordinator I (B20): $66,000 - $81,351/annually

$5,500 - $6,779.25/monthly

District Environmental Quality Coordinator II (B22): $73,200 - $93,138/annually

$6,100 - $7,761.50/monthly

  • The Texas Department of Transportation reserves the sole right in determining the level based on the applicant’s work experience, education skill level, and all other appropriate factors, and based on business need.

Position Description

District Environmental Quality Coordinator I

Provides complex technical support and issue resolution for construction of transportation facilities and projects as it relates to environmental activities and requirements. Work requires contact and coordination with governmental agencies, private entities, contractors, and internal personnel. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

District Environmental Quality Coordinator II

Provides advance technical support, and issue resolution for construction of transportation facilities and projects as it relates to environmental activities and requirements. Work requires contact and coordination with governmental agencies, private entities, contractors, and internal personnel. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

Essential duties for District Environmental Quality Coordinator I and II:

  • Monitors and evaluates the effectiveness of environmental programs.
  • Coordinates field review inspections conducted by Environmental Regulatory Agency representatives to ensure all negative findings are handled properly and receive proper response.
  • Provides support and guidance on construction projects to ensure environmental compliance with applicable local, state and federal environmental laws, rules, regulations, policies and procedures.
  • Coordinates and processes complex environmental related permits and licenses with resource and regulatory agencies.
  • Evaluates environmental impact of transportation activities including noise, air and water quality, wetlands, or hazardous material.
  • Maintains, updates, and compiles detailed data in spreadsheets, files, logs, summaries, and records related to environmental activities.
  • Prepares environmental reports and makes recommendations.
  • Conducts reviews of Plans, Specifications, & Estimates (PS&E) submissions to ensure compliance with applicable environmental federal and state laws, policies, procedures, standards, and guidelines.
  • Conducts annual plan reviews and inspections for district environmental compliance.
  • Develops and maintains appropriate tracking systems of annual environmental inspections, follow-up inspections, tracking of issues, uncorrected deficiencies, and other related information.
  • Performs other job responsibilities as assigned.

Additional duties for District Environmental Quality Coordinator II:

  • Assists in developing environmental policies, procedures, and guidelines.
  • Oversees and conducts audits and research to identify problems on transportation projects and makes proposals for solutions.
  • Coordinates and evaluates field review inspections conducted by Environmental Regulatory Agency representatives to ensure all negative findings are handled properly and receive proper response.

Minimum Qualifications

Education: District Environmental Quality Coordinator I or II: Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for minimum qualifications

Experience:

District Environmental Quality Coordinator I: No experience required.

District Environmental Quality Coordinator II: 2 YEARS Technical engineering, transportation design, construction, environmental, or related experience.

(Experience can be satisfied by full time or prorated part time equivalent).

Licenses and Certifications:

  • US Valid driver’s license. This position requires driving a state vehicle.

Competencies:

District Environmental Quality Coordinator I and II:

  • Roadway construction, inspection and evaluation methods and procedures
  • Environmental laws, regulations and mitigation requirements pertaining to natural resources
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Developing and implementing programs
  • Public relations for maintaining effective working relationships with individuals and groups, both internal and external
  • Using computers, applicable programs, applications, and systems
  • Developing, interpreting, and implementing policies, procedures, and technical information
  • Researching, evaluating and interpreting complex information
  • Reviewing plans for accuracy and ensuring compliance with requirements
  • Training in a classroom, office, or field environment
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
  • Communicate effectively, both verbally and in writing

Physical Requirements and Working Conditions:

District Environmental Quality Coordinator I and II:

  • Subject to inside and outside environmental conditions
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Required to wear protective gear-respirator, hard hat, or other device
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Balancing-walking, standing, crouching on various surfaces without falling
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
  • Visual Acuity-operate motor vehicles and/or heavy equipment
  • Visual Acuity-determine work quality/make general observations of facilities/structures
