San Mateo County Health is seeking well-qualified individuals for the position of Community Program Supervisor, to assist in the development and implementation of goals and objectives; direct and evaluate Program outcomes and activities; oversee operational needs of program; supervise program staff; and perform related duties as assigned.

The Community Program Supervisor in the Family Health Services division provides weekly individualized supervision, which incorporates administrative, clinical, and reflective practices, to the staff in the Healthy Families San Mateo County (HFSM) Program. The Supervisor ensures quality of service provision to pregnant women and new parents in San Mateo County by improving access to comprehensive, quality health care, and focusing on prevention and early intervention strategies.

This Supervisor protects the integrity of the Healthy Families San Mateo County program and demonstrates respect for the parallel process by supporting, guiding, and building on the strengths of staff, so that they may best support, guide, and build on the strengths of the families served. The successful hire will report to the Clinical Services Nurse Manager and will work closely with other supervisors and the Maternal Child and Adolescent Health Coordinator.

There is one regular, full-time vacancy. This Supervisor will directly supervise the Healthy Families Program. The position is located in San Mateo and the incumbent will travel throughout the County to perform duties of the job.

Primary duties will include:

  • Assist in the development and implementation of goals, objectives, policies, and procedures for the Healthy Families San Mateo County Programs.
  • Assess, direct, monitor and evaluate Healthy Families San Mateo County Programs activities in accordance with best practices, including quality assurance and improvement.
  • Oversee daily operational needs of the Healthy Families San Mateo County Programs, including problem resolution and establishing systems to ensure smooth functioning.
  • Plan, organize, assign, review, evaluate and direct the work of Healthy Families Programs. Provide feedback and corrective action as indicated, in conjunction with the Clinical Services Manager.
  • Monitor staff caseloads and productivity to ensure equitable work assignments.
  • Oversee and monitor maternal health data reporting by staff related to prenatal, postpartum, and birth outcomes into the online reporting databases, AVATAR and PowerBI, in conjunction with the Healthy Families America Site Profile Report.
  • Interpret technical updates, standards, policies, procedures, and other guidance documents to Healthy Families Programs staff, in conjunction with the Clinical Services Manager.
  • Participate in the selection and hiring of Healthy Families Programs personnel and provide for their training and professional development, in conjunction with the Clinical Services Manager.
  • Facilitate problem solving of family issues with staff, understanding of why a family may not be making the expected progress and ability to determine effective methods of intervention.
  • Maintain established standards of Healthy Families Programs and ensure that services are rendered in conformance with policy and procedural guidelines.
  • Provide oversight and supervision of staff, motivating and assisting to support families in developing realistic and effective support plans to develop their capacity to become empowered to meet the fam­ilies‘ objectives/goals.
  • Participate in committees, meetings, advisory panels and working groups pertaining to maternal infant health, in order to establish effective working relationships and necessary program linkages.
  • Conduct joint home visits with direct reports to provide guidance and support.
  • Identify staff development needs and facilitate continuing staff education and professional development.
  • Other duties as assigned.

The ideal candidate will possess the following:

  • Bachelor’s degree from an accredited college or university in public administration, health care administration, a social science or a field related to the program area to which assigned; a Master's degree in Public Health or related field is highly desired.
  • Experience in home visiting, with a strong background in prevention services to the 0-3 age population.
  • Extensive knowledge of infant and child development and parent-child attachment.
  • Extensive knowledge of maternal-infant health and dynamics of child abuse and neglect.
  • Experience supervising staff, assigning duties and tasks, and conducting performance evaluations.
  • Experience leading a team of staff whose work assignments are in the field family services which embrace the concepts of family-centered and strength-based service provision.
  • Experience providing quality assurance review of staff documentation and giving appropriate feedback/coaching to staff in regard to client service and documentation requirements.
  • Experience in working with culturally diverse communities/families and the ability to be culturally sensitive and appropriate.
  • Familiarity with the laws, rules, regulations, and procedures governing the Healthy Families Programs.
  • Reliable transportation to perform the duties of the job which can include a driver’s license or suitable transportation (including public transportation).
  • Demonstrated skill to organize and be able to plan and implement various service activities under the Healthy Families Programs.
  • Ability to analyze and problem solve exercising sound judgment in decision-making.
  • Ability to establish and maintain effective working relationships.
  • Experience as a representative or liaison of their organization.
  • Excellent communication skills both verbal and written.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

  • Education: Bachelor’s degree from an accredited college or university in public administration, health care administration, a social science or a field related to the program area to which assigned.
  • Experience: Six years of increasingly responsible or supervisory work in the delivery of community, health or social services which has included responsibility for programmatic development such as planning, evaluating, monitoring or coordinating projects, and supervising or leading support staff.

Knowledge of:

  • Principles and practices of the specific program area to which assigned.
  • Principles and practices of employee supervision and training.
  • Principles and practices of program planning, research and evaluation and contract monitoring and compliance.
  • Specialized technical knowledge related to assigned program area.
  • Principles and practices of client service delivery.
  • Contemporary social, political and economic trends and problems related to community services.
  • Principles of engaging community and other partners in the provision of social services.
  • Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines.
  • Computer applications related to the work.
  • Office administrative practices and procedures, including records management and the operation of standard office equipment.
  • Basic budgetary and financial record-keeping techniques.
  • Community resources, organizations and programs.

Skill/Ability to:

  • Plan, assign, supervise, review and evaluate the work of others.
  • Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
  • Administer and coordinate programs services and activities.
  • Foresee and analyze operational and/or administrative problems, consider alternatives and recommend sound solutions.
  • Supervise the development and evaluation of proposals and negotiation of contracts and agreements.
  • Develop, monitor and analyze program performance goals.
  • Analyze, interpret and apply various regulations and requirements.
  • Communicate effectively in writing and orally and make public presentations.
  • Prepare clear, concise reports, correspondence and recommendations.
  • Analyze information and situations and use sound independent judgement to make decisions and determine appropriate courses of action.
  • Establish and maintain effective and cooperative working relationships with those contacted in the course of the work.

Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score.

Candidates who pass the application screening may be invited to a panel interview (weight:100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. Applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination.
