Description

Do you have experience in Kentucky's Electronic Management Administrative and Reporting System (eMARS), state government contracts and purchasing? If so, our BH/DID Program Administrator may be the perfect role for you! We are looking for a BH/DID Program Administrator to join our team in the Administrative Services Branch within the Department for Behavioral Health, Developmental and Intellectual Disabilities. We seek a BH/DID Program Administrator to oversee contract services and procurement activities and other contract activities as needed. Our branch handles all purchasing-related activities within the Department.

Responsibilities include but are not limited to the following:

  • Provides direction, integration and coordination of services in the areas of program planning, scope, goals, compliance, outcomes and monitoring of contract usage.
  • Evaluates and monitors procurement and contracting process and development. Prepares detailed reports, evaluations, and analysis.
  • Reviews federal and state policies, regulations and statutes related to BHDID procurement and contracts and makes appropriate recommendations.
  • Coordinates with Central Office staff and facility management and staff to achieve program needs and goals to assure contract and procurement compliance.
  • Provides collaboration, consultation to executive staff, facilities, management staff and vendors in relation to procurement protocol, practices, and procedure.
  • Performs other duties as assigned.

Skills and Expectations include, but are not limited to:

  • Strong organizational and time management skills – can organize information systematically; establish priorities and meet deadlines.
  • Written and oral communication abilities – present ideas in clear, concise and objective manner.
  • Interpersonal skills – ability to interact successfully with a wide range of people.
  • Proficiency with Microsoft Office suite products (Word, Excel, Power Point, Outlook).
  • Experience analyzing reports and strong attention to detail; Experience in eMARS.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS: Five years of professional experience in the administration or management of institutional activities, BHDID Central Office, community, or agency programs.

Substitute EDUCATION for EXPERIENCE: A master's degree in behavioral health, disability or a health related field (such as human services, psychology, nursing, health administration, substance abuse, special education, rehabilitation, social work, sociology) will substitute for two years of the required experience.

Substitute EXPERIENCE for EDUCATION: Additional professional experience in the management and/or administration of a clinical or administrative program, program analysis, financial analysis, or general administration of activities within a facility/institutional/community setting or central office will substitute for the required education on a year-for-year basis.

Working Conditions

Works primarily in an office setting within a behavioral health or intellectual disabilities program.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
