This position sets statewide policies and provides technical expertise to state agencies and institutions of higher education related to energy management and sustainability of new and existing state-owned buildings. This includes strategic decision-making regarding energy codes, approving energy and water management plans, setting building life-cycle cost standards, and authorizing high performance certified buildings and energy performance contracts for state agencies and institutions of higher education.
This position is responsible for running the State’s High Performance Certification Program (HPCP) and the Energy Performance Contract (EPC) Program by creating policies, procedures, contracts and associated templates. This position regularly reports to the Governor’s Office and the General Assembly on the State’s energy performance programs and contracts. In addition, this position reviews and recommends to the State Architect controlled maintenance project funding requests. Finally, this position manages the OSA’s energy and environment program staff including GHG Emissions Analyst; Building Materials Tax Analyst and the newly created Floodplain Administrator.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Energy and Water Management
Energy Performance Contracts (EPC)
High Performance Certification Program (HPCP)
Oversight of Buy Clean Colorado, Decarbonizing Building Materials and Water Management Programs and future sustainable legislation
Provide technical expertise to all state agencies on energy building codes, energy efficient design, and methods to exceed the minimum design requirements of an energy code.

Comparative Analysis Process
The comparative analysis process for this position may consist of a structured application review, an online assessment and a structured interview.
Appeal Rights:
