The purpose of this position is to plan and execute the Project Controls requirements for a project. This role is responsible for providing technical and administrative direction, coordination, evaluation, training, and coaching to a team of Project Controls specialists. This position serves as Control Team Leader/Project Controls Manager on medium and large-sized projects or as a Subject Manager Expert (SME) for the entire Project Controls Team in the Regional Office. Acting as a key resource on a project team, the role will require collaboration at all levels, including: client representatives, Fluor management and functional leads.

  • Develop and implement a project controls plan as part of the Project Execution Plan (PEP) for the project execution
  • Plan and organize the setup of project baseline in Fluor’s project controls system, and implement a plan to track against the baseline on a regular basis
  • Develop cost, schedule, and commercial baseline
  • Responsible for providing technical and administrative direction, coordination, evaluation, training, and coaching to a team of Project Controls specialists
  • Analyze variances in cost and schedule performance against the plan, and communicate the reasons for the issuance of variance and proposed mitigation plans to Project Management
  • Supervise the implementation of Work Breakdown and Project Coding Structures for control and integrity of work to be performed as defined by the contract

  • Accredited four (4) year degree or global equivalent in applicable field of study and fifteen (15) years of work-related experience or a combination of education and directly related experience equal to nineteen (19) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
  • Job related technical knowledge necessary to complete the job
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
  • Ability to attend to detail and work in a time-conscious and time-effective manner
  • Some experience with nuances of Labor agreements, union halls and craft productivity concerns
  • Some experience with nuances of system completion and phased turnover schedules
  • Showing experience as a Controls Team Lead/Controls Team Manager (CTL/CTM) for a medium- to large-sized project will be beneficial
  • Some user experience with Risk Ledgers (Safran Risk Manager or ARM) and Schedule SRA work (Safran Risk or Oracle PRA)
  • Ability to build a front-end for the database with Power BI. This may be partly in-place before this role is filled on site, but to continue the developments with flexible outputs for largely untrained users.
  • Some experience with DOE, and at least a familiarity with DOE EVMS requirements
  • Significant experience with Primavera P6 on full E-P-C integrated schedules is required. Experience on contractor schedules for more than 500 direct craft in the field and interfaces with other Contractors is expected. Occasional tasks will be assigned to review Contractor schedules, schedule health metrics, and occasional critical path reviews. This is not the principal task of position, but an important skill needed.
  • Experience with Project Controls databases - gathering data weekly from P6, MS-Access, Excel and other sources for craft productivity analysis and ad-hoc reporting. Portions of this task are already automated (by time-keeping and progress teams) but some data gathering will be manual, with analytical work one regular task for this position.
  • Significant field construction experience for direct participation in Contractor meetings, steering parts of discussion on true recent progress, productivity and readiness for the coming weeks. This does Not mean organizing or attending all regular meetings, only based upon decisions about which are in most need of clear direction on productivity improvement and a focus on how-to. That is the other regular task for this position.
