Your opportunity at a glance

The WSLCB Information Technology Services Division is announcing an exciting opportunity for IT Application Development - Senior/Specialist at Olympia, WA. This position reports to the IT Policy & Planning – Senior Manager in the WSLCB's Information Technology Services Division (ITSD).

This is a senior technical application, integration, and data development and administration position that is responsible for design, development, enhancement, maintenance, and support an enterprise Salesforce solution that integrates with PaaS, SaaS, and COTS solutions. In this role, you will provide expert level technical services by designing, testing, implementing and maintaining multi- dimensional information systems used to issue licenses to produce, distribute and sell beer, wine, spirits, vapor products, cannabis and tobacco in the State of Washington; collect tax and fees; and tools to support the compliance services including education, audits, investigations, and public records. These systems provide, manage, monitor and assess data required to make informed decisions at enterprise, division and business unit level for large and highly complex development efforts consisting of multiple applications consisting of various coding languages and integrations.

In this role, you will oversee and supervises fellow data and application developers and administrators within the platform solution team and provides leadership, strategic direction, and mentorship to design, build, and maintain secure solutions. You will establish and enforce functional standards related to application development, system administration, data development and reporting, ensure alignment with project processes established by the agency’s Project Management Office (PMO).

Duties

Some of the duties you will perform are:

  • Provide direct supervision of application development and system administration personnel, establish position objectives and expectations.
  • Establish short-term objectives and long-term application development and support services roadmap; engage staff and colleagues in collaborate development of short and long-term objectives; obtain manager review and approval of long-term technical roadmap; ensure alignment with division’s approved technology roadmap.
  • Oversee, develop detailed, comprehensive and well-structured application architected designs to assure quality, efficient and secure complex software systems and databases for staff, other agencies, and the public to consume daily, weekly, monthly and yearly work.
  • Oversee, establish short-term objectives and long-term application development and support services roadmap for multiple enterprise level applications; engage staff and colleagues to collaborate in development of short and long-term objectives; obtain manager review and approval of long-term technical roadmap; ensure alignment with division’s approved technology roadmap.
  • Effectively mentor, train, coach, counsel, and motivate junior developers, system administrators and other technical staff to achieve consistently high performance.
  • Develop complex, user intuitive, ADA compliance, and secure web user-interfaces which includes secure architecture design, coding, unit tests, function tests, system tests, and implementation.
  • Architect application components, APIs and web services for re-usable code.
  • Establish agency standard development tools and framework.
  • Provide system analysis, consult, supervise, and support system failures of small to complex information systems independently.
  • Define, train and enforce WSLCB release management procedures and ensure all WSLCB code and data are backed up with recovery processes.
  • Develop, review and approve code modification of fellow developers before migration into user acceptance testing and into production.
  • Plan, design, document, review and write code to create, enhance or fix application components.
  • Using cloud ETL services to build integration with custom application, support Custom-Off the Shelf (COTS) and Software-as-a-Service (SaaS) software and services.
  • Coordinate with COTS, PaaS, and SaaS vendors, application administrators and technical staff on defining technical integration, logging, reporting and security requirements, implementing, upgrades, enhancements and security patches.
  • Verify and validate successful code migration and implementation including code review of Commercial off the Shelf (COTS) systems.
  • Write code to enhance, improve logging, reporting and security of COTS, PaaS, and SaaS solutions.
  • Optimize custom and COTS/SaaS solutions and report data query performance.
  • Retain data sets and write custom ETL packages to extract transform data and load into various interfaces for internal and external agency use.
  • Oversee the planning, research and write enterprise application architecture and coding standards.
  • Ensure functional life cycle management standards are designed, documented, communicated and updated on a regular basis.
  • Analyze the performance of the development and support activities and documented resolutions. Identify problem areas, and devise and deliver solutions to enhance quality of service to prevent future problems.

Qualifications

Required Qualifications:

Experience for required qualifications can be gained through various combinations of formal professional employment and educational experience. See below for how you may qualify.

Seven (7) years of professional information technology experience in applications development, including experience in designing, developing and maintaining applications using industry standard tools and development languages.

OR

An Associate’s degree from an accredited college or university in Computer Science, Data Science, Information Technology or other closely related field AND

Five (5) years of professional information technology experience as listed above.

OR

A Bachelor’s degree or above from an accredited college or university in Computer Science, Data Science, Information Technology or other closely related field AND

Three (3) years of professional information technology experience as listed above.

Additionally, you should also have the following experience:

  • Two years of experience in leading a team on medium to large scale development efforts, as well as personnel engagement, development and accountability using facilitation and coaching techniques.
  • Four years of experience in standard Software Development Life Cycle while implementing enterprise principles, concepts, practices, and current industry standards as they relate to application development.
  • Four years of experience in integrating and interfacing PaaS, SaaS, and COTS solutions with different business systems.
  • Four years of experience in working in a Microsoft-based environment.

Preferred/Desired Qualifications:

  • Experience in Microsoft Azure adoption, governance, and administration.
  • Experience in data governance and principles of data management and the data life cycle.
  • Experience in collecting and evaluating information for impact analysis and documenting functional and non-functional requirements for RFIs, RFPs, solution design, and maintenance.
  • Experience in Salesforce DX deployment life cycle.
  • Experience in Salesforce product suite and it's customizations as a Salesforce developer and administrator.
  • Experience in working in an environment where IT security best practices, policies, and procedures are required and audited, with having responsibility for enforcing and administering the policies and procedures.

Insurance Benefits

Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.

Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security

All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness

If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
