General Summary

The Network Asset Strategy Manager manages and oversees the work and projects of the Networks Strategic Planning Section, including providing direction for the section and developing standards. This position supports the division manager in developing and implementing the Asset Management Program and is responsible for developing network asset strategies and network asset management plans. This position oversees the work of employees responsible for the development of business cases and delivery of asset management program related projects.

Essential Functions

  • Manages and implements Networks Asset Management policies and procedures for the section according to a work program determined by the division manager
  • Provides overall management and guidance to the section and the networks core team
  • Identifies resource requirements and performance data for the initiatives, projects, and activities of the section to support budget preparation
  • Provides expert advice on modifications to asset management processes and procedures, documents approved changes to processes and procedures, and is responsible for the consistent implementation of asset management process and procedures within the networks
  • Evaluates asset-related standards and determines necessary action to apply such standards within the networks
  • Coordinates with staff responsible for asset information and standards to undertake quality assessment on asset management data and information, and develops and manages network data improvement program
  • Ensures that the asset management program yields results that meet the needs of strategic investment planning for the networks, including the development of asset strategies and asset management plans
  • Creates and/or reviews technical and verbal reports regarding the performance of the networks and effectiveness of asset management strategies in improving cost and service level performance, and recommends response actions as appropriate
  • Leads and coordinates projects of research and analysis to improve the overall management of the network, and researches and reviews new technology applicable to the business processes of the network
  • Works with IT staff to ensure the program outcomes for the management of the networks are provided for in the configuration of the various systems
  • Evaluates and validates proposed needs/projects and provides recommendations for consideration by the project needs planning committee
  • Conducts root cause and statistical analyses related to network infrastructure failure and level of service deficiencies
  • Supports the development and implementation of the systems and enterprise asset management plan
  • Advises and coordinates staff responsible for the development of asset strategies and the development of the systems asset management plans
  • Creates and manages the asset risk registry for the networks and recommends response actions when appropriate
  • Drives a vehicle to conduct WSSC Water business

Other Functions

  • Assists in the preparation, review and approval of programs, processes and projects to monitor networks industry trends and future directions
  • Coordinates and/or develops cross functional teams as required, to execute asset management research and investigations designed to determine appropriate asset strategies as needed
  • Assists in the preparation, review and approval of research and analysis to improve the overall management of the networks in terms of reliability, risk, cost and service level delivery basis
  • Attends necessary meetings and follows through on recommendations
  • Keeps abreast of technological advancements and recommends improvements to manage the networks
  • Works closely with other divisions to assist with the implementation of the asset management Program
  • Performs other related duties as required

Required Knowledge, Skills, And Abilities

  • Working knowledge of the principles and practices of asset management
  • Comprehensive knowledge of the wastewater/water industry, including detailed knowledge of wastewater/water core business processes
  • Ability to coordinate a team, strong leadership and project management skills
  • Ability to communicate effectively, both verbally and in writing
  • Ability to work cooperatively with subordinates, peers and supervisors in a team-based environment
  • Proficiency with Microsoft Office applications
  • Knowledge of the principles and practices needed for effective use of Decision Support systems such as Riva, and Optimization Systems, such as SAS, Optimatics or other
  • Ability to create, prepare and effectively present technical and administrative reports, both verbally and in writing
  • Ability to assess and balance workloads and project assignments

Minimum Education, Experience Requirements

  • Bachelor’s degree in Engineering or related field
  • 6+ years of project management experience with business and technical professionals in the delivery of asset management programs or capital projects

OR

  • High School diploma or equivalent
  • 10+ years of project management experience with business and technical professionals in the delivery of asset management programs or capital projects

Additional Requirements

  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
  • Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer

Salary $118,178 - $201,222
