The State Highway Administration's (SHA) District 3- Prince George and Montgomery Counties are currently recruiting for an Office Manager (Administrator II) position. This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this vacancy or function only. You will need to reapply for any future recruitments conducted for this job classification.

Nature of Work: The primary purpose of this position is to serve as the office manager for District 3 maintenance shop. The office manager will oversee all aspects of human resources management, procurement, inventory management, fixed assets, and facility management. This position will assist in developing and monitoring the budget and will provide guidance regarding business plan performance measures, data collection, and reporting. The office manager will also supervise professional, paraprofessional, and clerical staff, and report directly to the Assistant Resident Maintenance Engineer.

Qualifications

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five (5) years of experience in administrative staff or professional work.

Selective Qualification: 2 ½ years of procurement-related duties involving participation in the competitive bid process and contract development and administration, in accordance with the Code of Maryland Regulations (COMAR), Federal regulations and/or local government procurement laws.

Two and half (2 ½) years of the required five (5) years of experience must have involved work in human resources, procurement and / or contract administration.

  • This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill or ability).

Preferred Qualifications:

The ideal candidate should possess the following:

  • Excellent written and oral communication skills and good interpersonal skills.
  • Ability to establish and maintain harmonious interpersonal relationships
  • Ability to use sound judgment
  • Ability to perform mathematical computations
  • Knowledge of state procurement laws, policies, and regulations
  • Knowledge of contract and specifications writing techniques
  • Knowledge of MD ethics policies
  • Skill in operating a computer and its related software to prepare contracts, specifications, procurement documents, and maintaining information related to these documents

Notes:

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute for the possession of a bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute for the possession of a master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher-ranking commissioned officer on a year-for-year basis for the required experience.
