Job Description
Turner & Townsend are seeking an ambitious Project Controls Specialist to join our growing team. The ideal candidate is a dynamic construction professional with experience supporting project controls cost and schedule on large construction projects or programs.
Responsibilities:
- Coordinate the submission, review, and approval of construction progress reports, change requests across all contractors, ensuring transparency and owner oversight. Ensure compliance with contractual obligations, regulatory requirements, and organizational policies.
- Track and review change orders with Project Manager, analyze the impact of changes on project scope, cost, schedule, unforeseen site conditions, and resources from the owner’s perspective.
- Invoice/payment tracking and reporting.
- Review contractors’ cost tracking, and update owner cost tracking forecast.
- Coordinate contractors’ daily progress reports, track productivity, resources, and forecast.
- Produce weekly reports for management.
- Produce earned value reports.
- Contribute to monthly reporting on various aspects of the Client's program.
- Oversee contractor schedule progress in the field and provide status to owner’s team (actual vs. planned and report the forecast and deviations).
- Attend relevant meetings, update and maintain current issues/actions logs.
- Facilitate communication between the owner’s project manager, construction manager, contractors, and onsite teams to ensure stakeholders are informed and aligned.
- Track proposal reviews, negotiations and contract execution.
- Coordinate and track the supplier delivery plan to ensure suppliers meet the demand per the plan.
- On Site Records and Document Control.
- Reconcile Contractor actual costs with GMP/ Schedule of Values.
- Periodically review financial reports to ensure compliance with budget targets, reconciliation of project charges against approved contracts and support gathering data related to unit costs within sites.
- Tracking of all key project documents, including change orders, invoices and payments, lien releases, etc.
- Setting and attending change control and cost meetings as required.
- Setting and attend risk meetings and maintain risk log as required.
- Compiling as built cost estimate records for benchmarking purposes.
- Establish close out documentation requirements. Collect and track receipt of all close out documents until completion, including warranties, as-builts, O&M manuals, etc.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.

- Market sector experience: Energy / Natural Gas Pipeline
- Project/program size in dollar value: $2.5B
- Software specific requirements: Advanced Excel
Qualifications
- Bachelor’s degree in construction management, cost management, quantity surveying, engineering or field related to construction.
- Minimum 5-7 years of applicable experience
- Advanced skills with spreadsheets, report writing and presentations.
- Skilled in the use of industry accepted applications for cost, planning and progress measurement.
- Demonstrates a high level of self-organization, coordination and planning.
- Proficient in Microsoft Suite of Products (Word, PowerPoint, Excel)
- Excellent communication and coordination skills
