Project Controls Consultant

Examples of Duties

Under administrative direction, is responsible for planning and adminstering a specific project or program for a City department. Serves as the administrative supervisor on projects or programs. Plans, assigns, supervises, and reviews activities of subordinate personnel. Monitors the project or program's operating budget and assists in the annual preparation of same. Designs, implements, and monitors procedures utilized in program evaluation. Develops and secures commitments from other City departments and agencies to provide services to program participants. Provides technical assistance or reviews program policies and procedures. Maintains current information and oversees the preparation of project status reports. Prepares financial and narrative reports and program applications. Communicates project/program status and information to municipal officials and/or public and private entities. May supervise employees assigned to the respective project. Performs other related duties as required.

Minimum Qualifications

A High School Diploma or GED is required. A Bachelor's Degree from an accredited four year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. Two (2) years of full-time, paid, progressively responsible experience in program administration is required. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License is required.

  • Expert knowledge of scheduling practices and cost control concepts.
  • Ability to prepare capital program cash flow analyses to support long and short-term financial planning.
  • Demonstrated ability to coordinate internally and support project managers, control account managers and technical staff with the use and maintenance of project controls systems and outputs.
  • Demonstrated ability to develop and manage resource loaded schedules, including but not limited to schedule status, reporting, variance analysis and change control, and fundamental Earned Value concepts and processes.
  • Prepare and present effective program/project management and control presentations.
  • Writes periodic progress, project status, and problems resolution reports regarding information technology for management review
  • Fundamental knowledge of project management concepts, practices and processes for construction projects, including but not limited to risk management, financial management, work breakdown structures, change management, cost estimating, configuration management, and procurement.
  • Ability to work independently and meet deadlines, including working in a semi-structured environment with the skill to develop and implement new processes and procedures.
  • Experience working with groups and teams on project control issues in meetings with contractors and consultants, as required.
  • Experience in Earned Value Management Systems (EVMS).
  • Experience in the use and maintenance of project control systems, including but not limited to Microsoft Office 365, Smartsheet, Cityworks, Accella, and other database programs, web-based tools and spreadsheets.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work process, and work cooperatively and jointly to provide quality seamless customer service. Performs other job-related duties as required.

Preferred Qualifications

  • A Bachelor’s Degree in Construction Management or related field from an accredited college or university with four (4) years of full-time paid experience in project/program management is preferred.
  • An Associate’s Degree in Construction Management Technology with eight (8) years of full-time paid experience in project/program management will be considered.
  • Construction Management certification is preferred.
  • Must be computer proficient and have experience using Microsoft Office 365 and Smartsheet as well as familiarity in the use and maintenance of project controls systems.
