The State of New Hampshire, Department of Education, Division of Education Analytics and Resources & Bureau of School Facilities has a full-time vacancy for a School Facilities Inspector.
YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
SCOPE OF WORK: To administer programs, policies, and procedures related to ensuring school facilities are operated and maintained in facilities that are sanitary, healthy, and safe, including overseeing compliance with applicable codes, state, federal, and local laws, and regulations concerning statewide inspection of schools and providing statewide supervision, implementation, and coordination of inspections and oversight of complex technical testing and reporting.
ACCOUNTABILITIES:
Plans, organizes, and directs statewide policies, goals, and objectives for the school facilities for the purposes of conducting inspections and investigations on the compliance with safety and health laws, code, rules, and regulations to ensure that schools are being operated and maintained in a clean, healthy, and safe building.
Develops, monitors, and manages the educational facility inspection program, which includes coordinating and conducting multi-agency inspection and investigation efforts between state, municipal, and federal agencies for public school approval, chartered public school renewals, nonpublic school special education renewals, Americans with Disabilities Act (ADA) compliance approvals for the Career and Technical Education Bureau, and other educational facilities as required in regulations. Prepares inspection reports, complex technical summaries, and makes recommendations to resolve any outstanding school facility issues related to the operation of a sanitary and safe building. Tracks and reports findings of violations to the State Board of Education, Local School Board, and advises key officials of deficiencies regarding education facilities. Approves or denies the authority to operate an educational facility.
Develop, monitor, and maintain data collection systems used to formulate and implement programs that assist school facilities in operating in a safe, healthy, and efficient manner. Provides technical assistance to schools on proper maintenance and best management practices and develops budgets for the legislature pertaining to necessary facility improvements needed for adequate environmental health as well as for efficient operations.
Plans, develops, and evaluates comprehensive training programs and manuals for school officials; communicates recent developments in research, evaluation, and planning of programs, specifically as it relates to operating and maintaining a clean, healthy, and safe facility. Resolves difficult field problems involving technical standards, reviews, analyzes, and monitors reports submitted by local fire and health offices, as well as Safety Data Sheets (SDS) published under the Hazard Communication Standard (HCS). This includes reviewing and conveying information on the SDS such as the properties of each chemical; the physical, health, and environmental health hazards; protective measures; and safety precautions for handling, storing, and transporting the chemical.
Identifies legislative requirements, develops proposed legislation, and testifies on legislative bills for the purpose of explaining and defending agency objectives and goals related to the operation and maintenance of school facilities.
Provides technical assistance by responding to, investigating, and resolving complaints relative to unhealthy or unsafe schools. Offers technical assistance by providing training to and/or responding to questions from school districts on issues related to school safety and healthy school best practices, facility management regulatory requirements, and building aid regulatory requirements.
Analyzes and approves applications for new facility locations to ensure the new facility meets the minimum school facility standards and can be operated and maintained in a sanitary and safe condition.
Maintains complex technical knowledge regarding uniformity of construction, installation, inspection, and repair of educational facilities.
Represents School Safety & Facility Management Bureau on various committees, such as Collaborative for High Performance Schools (CHPS), NH Asbestos Information Group, Healthy Schools, and Green Ribbon Program.
Performs as the back-up to administrator as the Education representative for any school related State of Emergencies issued by Homeland Security and Emergency Management as well as the School Safety Task Force. Reviews, updates, and participates in the State Implementing Procedures for the Radiological Emergency Plan. Coordinates and collaborates with Homeland Security and Emergency Management School Readiness Program with respect to regulatory requirements around school Emergency Operations Plans and trainings associated with emergency operations within a school.
MINIMUM QUALIFICATIONS:
Education: Master's degree from an accredited institute of higher education with major study in law, education, engineering, architecture, business, project management, facility management, construction, criminal justice, organizational leadership, or related field.
Experience: Five years of experience in a field or occupation relevant to program area such as engineering, architecture, project management, facility management, etc.; three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management, or related management experience.

Education: Bachelor's degree from an accredited institute of higher education with major study in law, education, engineering, architecture, business, project management, facility management, construction, criminal justice, organizational leadership, or related field.
Experience: Six years of experience in a field or occupation relevant to program such as engineering, architecture, project management, facility management, etc.; three years of which must have been in a management level position involving administrative or supervisory duties concerned with program administration, program planning and evaluation, business management, or related management experience.
License/Certification: Must possess a valid driver’s license and/or access to transportation for use in statewide travel.
