Duties

As an Inspector at a minimum you will:

• Define the scope and objectives for the assigned portion of the inspection through a risk assessment identifying the functions, programs, activities, and operations to be included within the scope of the inspection.
• Conduct pre-inspection preparations and background reviews of relevant information.
• Coordinate and conduct interviews with relevant Department, USAGM, and other agency officials and reviews relevant regulations, directives, and policies.
• Prepare appropriate sections of the inspection work plan, or a separate classified work plan if appropriate, and advises inspection team leadership of areas of focus.
• Identifie the scope and objectives of the inspection or review and recommends issues that should be examined and the methodology to be used during the inspection.
• Conduct on-site fieldwork activities, which may include interviewing personnel, reviewing documents, observing meetings, and conducting walkthroughs of facilities to assess practices.
• Develop findings and supporting data in the assigned area, to include problems that have been identified, their causes, and their effect on management and operations. Findings often serve as the basis for new or modified Department and USAGM policies, procedures, and systems.
• Ensure all information gathered is appropriately documented and writes clear and concise sections of draft reports for inspection team leadership. Supports all findings with evidence in accordance with CIGIE Quality Standards for Inspection and Evaluation and maintains appropriate records and files.

• Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the qualifications requirements described below by the closing date of this public flyer notice.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this public flyer notice.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.

This is a non-competitive opportunity (e.g. Lateral transfer). No promotion potential exists beyond the highest grade you have held permanently within the Federal service.

For GS-13 Applicants: Applicants must have one-year of specialized experience equivalent to the GS-12 level in the Federal service for GS-13 position which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

• Experience in using evaluation and analysis methodology.
• Experience in preparing clear, accurate, concise, logical, and coherent reports that portray the facts, emphasize the significant details, and substantiate all recommendations made.
• Experience in making oral and written presentations, selling ideas, negotiating points of view and resolving conflicts.
• Experience in coordinating the work of others.
• Knowledge of CIGIE Quality Standards for Inspection and Evaluation and/or General Accountability Office (GAO) Generally Accepted Government Auditing Standards.

There is no substitute of education for specialized experience for the GS-13 position.

For GS-14 Applicants: Applicants must have one-year of specialized experience equivalent to the GS-13 level in the Federal service for GS-14 position which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

• Experience in planning, organizing, and managing an inspection or audit process.
• Experience in using a wide range of qualitative and quantitative methods to improve program effectiveness.
• Experience in drafting and editing reports and briefing senior officials in multiple organizations.
• Experience providing clear, concise briefings to senior officials on policy and/or program issues.
• Knowledge of CIGIE Quality Standards for Inspection and Evaluation and/or General Accountability Office (GAO) Generally Accepted Government Auditing Standards.

There is no substitute of education for specialized experience for the GS-14 position.
