Main Purpose of Job

The full-time contractual Health Policy Analyst Associate is the entry level of work, evaluating, analyzing, researching and developing health care services, policies and programs. This position will\r\nlearn the role of analyzing healthcare data to support policy and programs and services\r\ndevelopment. This position will learn to conduct research and analysis of factors affecting the use of\r\nspecific health services; learn to determine the impact on health care access and quality and\r\ncost of alternative approaches for delivering and financing health services; learn to\r\nanalyze and develop recommendations regarding activities governed by health policy and\r\nregulation; learn to draft testimony on health policy or health regulatory issues; receive\r\ntraining in planning, coordinating and staffing new health care programs and policies; and\r\nperform other related duties as assigned.\r\n\r\n\r\nThis position will be responsible for assisting the Division of Participant Enrollment and\r\nService Review with developing, implementing, and evaluating policies, procedures, and\r\nregulations for Medicaid home and community-based services (HCBS), including the\r\nCommunity Personal Assistance Services (CPAS), Community First Choice (CFC),\r\nHome and Community-Based Options Waiver (HCBOW), and Increased Community\r\nServices (ICS) programs. This position is responsible for assisting and supporting the\r\ndivision by performing qualitative and quantitative analyses on programmatic data to\r\nmonitor the health and welfare for program participants, review compliance with policies\r\nand regulations and identify opportunities for continuous quality improvement.\r\n\r\n\r\nAdditionally, this position will perform program enrollment tasks and assist with the\r\nCommunity Options Waiver program registry’s monthly invitation process and periodic\r\nregistry maintenance. This Health Policy Analyst Associate will partner with Supports\r\nPlanning Agencies to support applicants and participants in the four aforementioned\r\nprograms.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education:�� A Bachelor's degree from an accredited college or university.\r\nExperience: One year of experience performing qualitative or quantitative analysis. \r\nNote: Candidates may substitute eighteen credit hours towards a�Master’s degree in Health Sciences, Health Care�Administration, Public Policy or closely related field from an accredited college or university for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:\r\n\r\n\r\n\r\n Experience with Medicaid programs.�\r\n Experience interpreting and understanding state and federal regulations such as COMAR and the Code of Federal Regulations.\r\n Experience with project management from start to finish.�\r\n Experience facilitating workgroups or engaging with stakeholders.\r\n\r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r\n

BENEFITS

\r\nContractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.\r\nLeave may be granted to a contractual employee at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.\r\n\r\n
