Description of Work

The position is located at the Newton Bridge Maintenance Office but will cover all of Division 12. Position will work with the Division Bridge Maintenance Engineer and Bridge Maintenance Supervisors to gather preliminary field information necessary for bridge maintenance projects to be performed by force account or by contract. Will assist with selecting bridges, culverts, and pipes greater than 48” in diameter for replacement, preservation, and maintenance. Position will assist in developing and monitoring the budget and creating a RMIP Plan. Position will assist in the administration and inspection of bridge maintenance contracts, updating WIGINS, ensuring contractor compliance with spec, providing field survey data needed to complete and submit permits, monitoring compliance with erosion and sediment control procedures, and environmental permits and regulations. Additional duties include working with bridge maintenance crews as needed; providing technical guidance and training to bridge maintenance supervisors and their crews; promoting a safety-first culture; reviewing and developing project documentation; and investigating and coordinating utility relocations and right-of-way issues.

Knowledge, Skills and Abilities / Competencies

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Experience in the management and scheduling of multiple projects and the directing / training of multiple work crews
  • Knowledge of the principles and practices of civil engineering as they apply to bridge maintenance and bridge construction procedures.
  • Knowledge of Advanced Work Zone Safety and NCDOT Workplace Safety Policy and Practices.
  • Experience in maintaining detailed records and reports, performing analysis of findings, and recommending corrective action
  • Knowledge and skills in the use of equipment and/or software such as Microsoft Excel, Microsoft Outlook, Microsoft Word, BMS, GIS software, and WIGINS

Additional Expectations:

Thorough expertise and understanding of concepts and practices used in bridge maintenance and construction. Thorough knowledge of state or federal rules and regulations for specific program areas to ensure compliance and provide guidance/interpretation. Knowledge and skill in the use of equipment and/or software such as BMS, WIGINS, SAP, MMS, and AMS. Ability to independently conduct inspections and maintain detailed records to ensure compliance with contract specifications and agreements. Ability to analyze and determine what repairs will be needed for the recommended corrective action on bridge maintenance inspection reports. General knowledge of surveying methods and procedures such as setting grades for bridge & pipe replacements and gathering other survey related data as necessary for bridge maintenance projects. Safety toe footwear is required.

Minimum Education and Experience Requirements

Associate’s degree in an applicable area of Engineering Technology or Survey Technology from an

appropriately accredited institution and seven years of progressive technician experience; or an equivalent

combination of education and experience.
