The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.
ACS’ Division of Child and Family Well-being (CFWB) designs and executes strategies to support caregivers, children, and communities, so they can thrive and enjoy self-determination. A critical piece of CFWB’s portfolio is the operation of the City’s subsidized child care voucher system -- one of the largest child care assistance programs in the country. ACS providers vouchers to tens of thousands of low-income and child welfare-involved families, allowing parents and caregivers to access affordable child care at the provider of their choice while they pursue work, education, or training.
Through the Office of Community Engagement and Partnerships (OCEP), CFWB invests in and collaborates with eleven Community Partnerships (Partnerships), which have been operating since 2007. The Partnership model is coalition-based and grounded in community building, community organizing, and social equity principles. These coalition structures create space for residents, organizations, and ACS to connect, share information, and design and implement well-being strategies informed by community priorities.
OCEP is recruiting a candidate for the Senior Director, Strategy and Quality Assurance position. The individual will be a critical member of internal planning teams and work closely with the Associate Commissioner and Executive Director to design, implement and oversee the Partnership portfolio and oversee other community-facing initiatives. The individual chosen for this position will be expected to spend time in the communities where the contracted Partnerships have a presence, learning how providers are implementing the Partnership model and use that knowledge to support knowledge building on fidelity guidelines, support continuous quality improvement, and inform and shape ACS’ ongoing work around engaging individuals with lived experience. The Senior Director will be integral in shaping OCEP’s community engagement and strategy development work.
Reporting to the Associate Commissioner, the Senior Director will be a highly collaborative team player with exemplary written and verbal communication skills, superb project management experience, and a proven capacity for diligent program design and implementation, data analysis, measurement and consensus building. The individual will also have experience in the following areas: 1) developing and implementing program monitoring frameworks; 2) familiarity with some or all aspects of onboarding and training new providers awarded through a bidding process; and 3) hiring and working with consultants and overseeing consultant budgets and contracts. They will have led systems change and community-building initiatives, designed knowledge-building systems, and managed vendor relations.
The individual will have affable interpersonal skills with a team building and servant-leader mindset. As a member of the OCEP team, the Senior Director will be responsible for designing and implementing strategies, processes and tools that support both OCEP’s internal work and that of the contracted community vendors/providers, helping them to achieve a high-level of performance.

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
