Description

The Natural Surface Trails Crew Leader will be responsible for construction, minor maintenance and/or minor renovation of the 200 plus mile natural surface trail system for Montgomery Parks.

Examples of Important Duties

  • Under general supervision, performs skilled trail maintenance and construction work;
  • Leads and directs a crew of career and seasonal park maintenance workers in all aspects of general park trail maintenance and construction;
  • Plans, schedules and assigns work; Track and record daily work assignments for EAM. Maintain logbook daily and keep supervisor up to date on assigned work tasks
  • Leads and supervises large volunteer groups during trail construction and maintenance projects
  • Participates in employee evaluations and counseling;
  • Operates large equipment (dump truck/trailer combinations, large tractors with attachments, backhoe, etc.);
  • Operates Mini-excavator and mini skid steer;
  • Chainsaw operation and maintenance for the removal of hazardous trees along trails
  • Leads crew in tree planting and maintenance;
  • Leads workers on minor bridge construction

  • Ability to effectively lead and communicate with staff and/or volunteers
  • Demonstrate commitment to providing safe and enjoyable natural surface trails
  • Extensive content knowledge of sustainable natural surface trail design and construction
  • Strong interpersonal skills.
  • Strong project management skills.

Preferred Qualifications:

  • 2-3 years of related experience in natural surface trail construction and maintenance
  • Knowledge of Sustainable Natural Surface Trail Construction Guidelines
  • Must possess a valid Driver’s License and qualify to drive Commission vehicles to locations within Montgomery County.

Working Conditions:

  • Incumbent primarily works outside.
  • Exposure to various elements and all types of weather conditions, waste, caustic chemicals, pesticides, wildlife and potentially harmful insects.
  • Work requires constant bending, lifting, and carrying of heavy objects of up to 100 pounds.
  • An essential employee for on-call 24 hours for emergencies.
  • Must be available to work weekends and evenings as necessary.

Minimum Qualifications

A. High school diploma or Certificate of General Educational Development (GED).

B. Five (5) years of progressively responsible experience in ground maintenance, golf course maintenance, building maintenance or park maintenance.

C.An equivalent combination of education and experience may be substituted, which together total five (5) years.

D. Valid driver's license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.

E. Pass Commission medical examination.

F. Depending upon an assignment, positions in this class may require within 12 months of hire (a) Commercial driver’s license with appropriate endorsements; (b) obtainment of certifications including:

  • Maryland Department of Agriculture’s Pesticide Applicator certification in the categories appropriate to the work assignment;
  • Maryland Department of Agriculture’s Professional Fertilizer Applicator certification; and
  • National Playground Safety Institute certification.

It is not all-inclusive and is subject to change. Benefits listed are extended to all Merit System employees of the Maryland-National Capital Park and Planning Commission (M-NCPPC). All plans are optional except the Defined Benefit and Long-Term Disability plans.

Eligibility

You have 45 days from your hire date to elect your benefits. Your coverage begins on the first of the month following receipt of your enrollment forms and required documentation.

Retirement Programs

Supplemental Long-Term Disability Insurance (Employee Pays 100%)

  • Benefits paid at 66 2/3% of base salary that exceeds $108,000; capped at $216,000

Basic Life and AD&D Insurance (Employee Pays 20%: Commission Pays 80%)

  • Two (2) times base salary; maximum benefit is $200,000 for each
  • Automatic coverage with opt-out provision

Supplemental and Spouse/Dependent Life Insurance (Employee Pays 100%)

  • Supplemental – 1,2,3,4, or 5 times base salary; maximum benefit is $750,000
  • Spouse/Dependent Combination - $10,000/$5,000, $20,000/$10,000, or $30,000/$15,000

Sick Leave Bank (Contribution and Benefit hours prorated for part-time employees)

  • Employees have 60 days from date of hire to enroll.
  • Employee contributes 8 leave hours each year
  • Annually covers up to 688 hours for own serious medical condition, and 480 hours for parental responsibilities (birthadoption or foster care), and 80-160 hours for serious medical condition of an immediate family member
