PRIMARY DUTIES & RESPONSIBILITIES
Hiring Salary: $107,200 - $134,000/year

OVERVIEW OF POSITION / DEPARTMENT
Aurora Water is responsible for enhancing and protecting the quality of life for Aurora citizens by providing quality water, sewer, and stormwater services in a manner that balances social, environmental, and economic needs. Responsibilities and roles within the organization include: operation and maintenance of the water, sewer, and stormwater systems; water purification and reuse water treatment; utility financial monitoring, planning, customer billing, and revenue collection; infrastructure planning and engineering, inspections, and management of the capital improvement program; public information and water conservation; water resources planning, acquisition, and development; permitting, watershed protection, and water and wastewater regulatory compliance; and administration.
This is an upper-level position in the Planning and Engineering Division. Incumbents perform upper-level professional and technical water resources planning, permitting, and project management work related to the administration, development, and delivery of the Wild Horse Reservoir Project.
PRIMARY DUTIES & RESPONSIBILITIES
- Subject matter expertise providing program, permitting and project management and oversight for the Wild Horse Reservoir Project;
- Wild Horse Program delivery liaison for the department's Executive team leading coordination and providing updates;
- Assist with management and development of prioritized budget and timing of the Wild Horse Reservoir project;
- Participates in strategic planning, policy development, and leadership of the Wild Horse Reservoir Program;
- Review and develop complex technical or strategic planning reports;
- Initiates and manages Wild Horse program elements including the development of scopes of work and budgets, negotiating contracts with consultants, facilitating public and special group meetings, coordinating activity involving external partners or stakeholders, and providing inspiration and guidance to professional staff assisting with these projects;
- Represent the City before public agencies, regulatory bodies, special interest groups, general public to present Aurora's position, solicit and evaluate input, and progress water resources projects;
- Provide periodic updates and/or presentations to management, executive staff, City council members, and citizen special interest groups;
- Helps to oversee and provide guidance for project permitting, engineering and construction.
- Ensures compliance with regulatory agencies, Federal, State, and Local policies;
- Assures that completed projects meet established objectives, goals and quality standards;
- Keeps current on the latest trends in permitting and project delivery and makes strategic planning and implementation recommendations; and
- Performs additional duties as assigned
MINIMUM QUALIFICATIONS & WORKING CONDITIONS
Education:
- Bachelor's Degree from an accredited institution in Engineering, Environmental Sciences, Public Policy, or directly related field
Experience:
- At least seven (7) years of professional-level experience in water resources including permitting, water rights administration, infrastructure development, or strategic planning
- An equivalent combination of education, training, and experience that demonstrates required knowledge, skills and abilities may be considered.
Knowledge:
- Knowledge of personnel management principals especially as applied to technical staff
- Knowledge of Colorado Water Law
- Knowledge of water resources and project delivery principles, practices, theories, and techniques related to water resources program and project implementation
Abilities:
- Establish and maintain effective working relationships with employees, consultants, citizens, external partners and stakeholders
- Excel at communication and coordination of multiple parties both inside and outside the City
- Communicate effectively both orally and in writing
- Perform as a program or project manager for complex water resources project implementation
- Handle sensitive situations with tact and diplomacy
- Lead and/or supervise other employees or project managers
- Be a creative thinker who is driven by opportunities to continually improve
- Work effectively with a diverse group of people
- Take initiative in identifying problems and solutions relative to water resource project implementation

Skills:
- Strong interpersonal, analytical, project management, and leadership skills.
Licenses and Certifications:
- Colorado Driver's license with a good driving history
- Registration as a Professional Engineer in the United States, Project Management Professional, Environmental Policy, or directly related certification preferred
WORKING CONDITIONS
Essential Personnel:
- When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
- Light physical work requiring ability to lift a maximum of 20 pounds;
- Occasional lifting, carrying, walking and standing;
- Continuous hand/eye coordination to operate computer and related equipment;
- Speech communication and hearing to maintain communications with employees and contacts;
- Vision to read and review reports, data analysis, and drive a motor vehicle.
Work Environment:
- Works in a clean, comfortable environment;
- Works primarily indoors; some work outdoors to gather field data.
Equipment Used:
- Frequently uses standard office equipment including computer, calculator, multi-line telephones, and copy/fax machines;
- This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
