Code Compliance Manager (Planning - Housing Code Enforcement)

Position Summary

Direct, manage, supervise and coordinate assigned programs and activities within the Code Compliance Division of the Planning Department; plan, direct, manage and oversee the activities including housing and building inspection, neighborhood improvement and zoning enforcement activities; coordinate assigned activities with other divisions, outside agencies and general public and provide highly responsible and complex administrative support to the Planning Director, Mayor and City Council.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor's degree from an accredited college or university in planning or a related field; and

Eight (8) years planning, building inspection and construction/building code enforcement or zoning code enforcement experience; and

To include five (5) years direct supervisory experience.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.

Possession of a City Operator's Permit (COP) within six (6) months from date of hire.

Possession of an International Code Council (ICC) Certification in International Property Maintenance Code (IPMC) within one (1) year from hire date.

  • Operational characteristics, services and activities of a comprehensive code enforcement program
  • Principles and practices of urban planning
  • Principles and practices of program development and administration
  • Principles and practices of municipal budget preparation and administration
  • Principles of supervision, training and performance evaluation
  • Modern and complex principles and practices of Housing Code and Zoning enforcement
  • Modern office procedures, methods and equipment including computers
  • Pertinent Federal, State and local laws, codes and regulations
  • Comprehensive City Zoning Code Compliance
  • Uniform Housing Code Compliance

Preferred Skills & Abilities

  • Oversee and manage Code Enforcement Division operations, services and activities
  • Oversee, direct and coordinate the work of lower level staff
  • Select, supervise, train and evaluate staff
  • Participate in the development and administration of department goals, objectives and procedures
  • Present planning issues, plans and solutions in a variety of meetings and public forums
  • Assist in planning, developing and administering planning policy
  • Plan, develop and administer planning policy
  • Provide project management services for design, planning and construction projects
  • Prepare clear and concise administrative and financial reports
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
  • Research, analyze, and evaluate new service delivery methods and techniques
  • Interpret and apply Federal, State and local policies, laws and regulations
  • Interpret, explain and enforce City zoning policies and procedure
  • Communicate clearly and concisely
  • Perform the essential functions of the job with or without reasonable accommodation
  • Establish and maintain effective working relationships with those contacted in the course of work
