WHO WE ARE

The Office of Human Rights is the agency in Montgomery County Government that protects the civil rights of the people who live and work in the county. We investigate and resolve complaints about unfair workplace practices and discrimination in employment, real estate & housing, and public accommodations (services and business transactions offered to the public). In performing our enforcement responsibilities under County Code Chapter 27, the Office of Human Rights manages more than 1,000 inquiries and 250 investigations annually.

In partnership with the Human Rights Commission, the Committee Against Hate Violence, the Commission on Remembrance and Reconciliation, and the Interagency Fair Housing Coordinating Group, we work to promote equal opportunities and awareness through community outreach and educational activities, including seminars about housing and employment topics, the Human Rights Hall of Fame, the Human Rights Diversity Camp, and the Friendship Picnic.

WHO WE ARE LOOKING FOR

The Office of Human Rights is seeking to fill an Investigator II (Grade 23) position for our team in Rockville, Maryland. This position may also be underfilled at the Investigator I (Grade 20) level.

We are looking for a highly qualified and experienced Human Rights Investigator with an extensive background in conducting intake interviews, preparing and processing complaints, investigating allegations, analyzing the evidence, and writing recommended decisions regarding alleged violations as outlined in Montgomery County Code 27’s worker protection and anti-discrimination laws.

This role requires an individual who is eager to serve our local community by promoting fair practices and ensuring human, civil, social, and equal rights compliance. The ideal candidate is capable of professionally communicating and working expertly with colleagues, the public, parties involved in investigations, and our partner agencies and organizations. This role is ideal for qualified candidates who excel at impartially navigating and progressing efficiently through complex issues, situations, and processes while applying their legal knowledge and diplomacy skills.

What You'll Be Doing

Investigators work on behalf of constituents who believe their rights in the workplace have been violated or who have experienced discrimination in employment, housing, or public accommodations (services and business transactions offered to the public). Investigators support the mission of the Office of Human Rights to enforce labor and anti-discrimination laws within Montgomery County, Maryland to support an equitable and inclusive community.

Key responsibilities include:

  • Conduct interviews and meetings with parties, counsel, and witnesses,
  • Assess, accept, or reject reported allegations based on Montgomery County Code’s Chapter 27 requirements,
  • Draft, edit, and finalize narratives of allegations and charging documents,
  • Inform all parties of their legal rights, obligations, and Montgomery County’s processes,
  • Investigate allegations of violations of the Montgomery County Code’s Chapter 27,
  • Develop strong written discovery communications,
  • Analyse and write agency decisions based on documented evidence,
  • Monitor and manage assigned caseload through databases,
  • Liaise with partner agencies to review the impacts of proposed legislation and regulations,
  • Prepare case records for administrative review, hearing, or court proceeding,
  • Review and revise public information materials and communications, including the County’s website.

A writing sample will be requested from all candidates who are selected for an interview. Additional information about this submitting a writing sample will be provided to candidates at the time the interview is scheduled. Do not include a writing sample in your application.

A criminal background and credit history check will be conducted on the selected candidate prior to appointment and will be a significant factor in the hiring decision.

This position is represented by the MCGEO Union.

Individuals appointed to this position at any grade will be required to serve a probationary period of six (6) months during which time performance will be carefully evaluated. Continuance in the position will be contingent upon successful completion of the probationary period.

If the position is underfilled at the Investigator I level (Grade 20), the individual will be eligible for non-competitive promotion to Investigator II (Grade 23) after successful completion of the probationary period and upon gaining and demonstrating the additional requirements and proficiencies for advancement. This position does not have a non-competitive promotional opportunity to the Investigator III level.

Minimum Qualifications

If filled at an Investigator I (Grade 20) level:

Experience: Two (2) years of experience in an investigatory capacity directly related to Human Rights.

If filled at an Investigator II (Grade 23) level:

Experience: Three (3) years of experience in an investigatory capacity directly related to Human Rights.

For both levels:

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview Preferences

We will use preferred criteria screening questions:

  • How many years of experience do you have investigating employment and housing discrimination complaints?
  • Describe your experience performing intake interviews and/or documenting witness experiences, investigations, and writing investigative reports and recommendations.
  • List all languages in which you have verbal and written fluency.

We will use interview preference criteria:

  • Intake and preparation of complaints alleging violations of human rights laws
  • Performing comprehensive investigations to collect and evaluate evidence/witness accounts
  • Applying accepted methods and techniques of case analysis
  • Researching, interpreting, and applying laws, legal opinions, and case precedent
  • Developing fact based investigative reports and drafts of determination
  • Working independently to process multiple cases simultaneously and resolving complex issues
  • Proficiently using databases, software, and technologies to communicate, track, document, quantify, etc.

Leave Benefits

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year. Positions in MLS earn 35 days of paid time off each year. In addition, we offer all employees 10 paid holidays. All permanent and term positions are eligible for robust retirement plans. Public safety positions are eligible for a defined benefit pension plan in which they are vested after only five years.
