General Summary

The Pipeline Inspector I is responsible for the inspection and reporting on the construction of new water and sewer main line installation, new and renewed service lateral connections, water and sewer relocation, paving replacement, and landscaping restoration. The Pipeline Inspector I ensures that all work is done in accordance with WSSC’s contract documents and procedures.

Essential Functions

  • Inspects water and sewer main line construction, new water and sewer lateral connection installations, water and sewer lateral connection renewals, and water main rehabilitation
  • Checks for proper water and sewer tap installations
  • Conducts compaction testing of back-filled soils during and after completion of the work
  • Ensures that required safety precautions and proper traffic control are taken
  • Schedules water main shutdowns, locates and operates valves, and performs chlorination samplings
  • Advises contractors of deviations from provisions noted on the contract and offers assistance to properly perform work
  • Approves materials on-site for proper quality and reports defects
  • Authorizes or declines materials and work quality
  • Documents contractors’ activities and progress through daily reports and photographs
  • Records sketches to document accurate payment and claim evaluation
  • Performs visual sewer main and manhole final inspections
  • Oversees sewer air and mandrel testing, televising of sewer lateral connections, and hydrostatic water main testing
  • Prepares reports of findings
  • Inspects restoration of areas disturbed during construction
  • Prepares and transcribes patch and sod tickets
  • Drives a vehicle to conduct WSSC Water business

Other Functions

  • Verifies grading and alignment of water mains, sewer lines, and appurtenances
  • Serves as liaison with agencies (local, state, federal), internal WSSC Water departments, and contractors for construction projects
  • Assists contractors with locating main line pipes and laterals connections through record review and use of M-scopes or wands
  • Studies and investigates assigned construction project package (plans, job specs, permits, etc.)
  • Reviews findings with the technical contracts supervisor, inspector II and/or project contractor
  • Prepares final house connection and field as-builts for each job completed
  • May train new inspectors
  • May assume the role of technical contracts supervisor in his/her absence
  • May be assigned to work hours outside of the regularly scheduled workweek to accommodate construction schedules
  • Performs related duties as required

Work Environment And Physical Demands

  • Will be exposed to seasonal fluctuations in temperatures
  • May be required to enter confined spaces (such as large diameter pipes, manholes, and vaults)
  • May be exposed to loud noise, fumes, odors, and poor ventilation that would require the use of appropriate personal protective equipment to mitigate these conditions
  • Must be able to lift objects that weigh up to 50 lbs

Required Knowledge, Skills, And Abilities

  • Practical knowledge of new pipeline and rehabilitative construction
  • Knowledge of soil compaction methods and testing
  • Knowledge of environmental regulations and traffic control
  • Knowledge of materials, methods and techniques used in the construction field
  • Basic survey line and grade practices
  • Interprets construction plans and drawings
  • Prepares accurate detailed reports of daily project progress
  • Computes quantities of installed construction materials
  • Interprets the WSSC Standard Specification and Standard Details
  • Effective verbal and written communication skills
  • Ability to work in a team environment
  • Basic knowledge of computer programs, including but not limited to, MS Word, Excel and Outlook
  • Familiarity with erosion and sedimentation control

Minimum Education, Experience Requirements

  • High school diploma or equivalent
  • 1+ year(s) of experience in the inspection of underground water/sewer pipeline construction OR 3+ years of experience in maintenance, construction, or subprofessional engineering work

Additional Requirements

  • Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer
  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

Salary $28.26 - $48.46
