Student Data Clerk 3 - TEST ANNOUNCEMENT

General Information

This posting/test announcement will create an eligibilty list for any vacancies in this job title. The eligibility list shall be valid for one year after the list is established.

Perform skilled clerical and computer work to review/verify District residency; maintain student records for tuition billing purposes; assist with district enrollment verification and updates; and perform other related duties as assigned.

Supervision Received

Work under the general supervision of the Minnesota Automated Reporting Student System (MARSS) unit supervisor.

A civil service test will be administered to create an open entrance eligible list of candidates for this classified civil service position. You will be notified via email once the date and time is decided for the exam. Once a list is created, it will be used for all Student Data Clerk 3 positions that may occur for up to 1 year from the date of the exam.

The test is available for all qualified candidates.

Weight: 100% Written Examination - Pass/Fail

A passing score of at least 75% is required on the exam. You will be notified of the results of the exam via email.

Minimum Qualifications

  • High school diploma or GED certificate and four[ years of clerical or similar work experience, at least one of which must have involved the coding and maintaining of student records or other complex records on a computerized system.

Preferred Qualifications

  • Preferred candidate will have some knowledge of state MARSS/Ed-Fi requirements, coding and related policies and procedures; other state and federal student reporting laws, rules and regulations.

The essential duties include but are not limited to the following fundamental duties:

Data Management

  • Maintain records of non-resident students who attend school Saint Paul Public Schools (SPPS); ensure that tuition agreement forms are prepared and provided to the resident district when serving these students for Special Education or Care & Treatment services.
  • Compare MARSS/Ed-Fi reports to review elsewhere-districts providing services to SPPS students and resolve any discrepancies.
  • File and/or save all records related to Tuition Billing forms and reports for students receiving services for the state required records retention period; maintain spreadsheets and databases for record keeping as necessary.
  • Enter student data on the district¿s Student Information System and other electronic files as necessary.

Administrative

  • Review and confirm District residency for students who are out of district placements, open enrollment students who attend non-district schools, charter school students or other situation when students attend school outside the District.
  • Review tuition agreements; verify the accuracy of tuition invoices; correct errors; forward approved tuition invoices to the appropriate department for review and/or payment.
  • Serve as a resource relating to student residency requirements and tuition billing; respond to questions/inquiries from staff within SPPS, from staff in other districts, charter school representatives, parents and others as appropriate.
  • Maintain spreadsheets and databases for student data record keeping as necessary.

Perform other related duties as assigned.

Pay, Benefits, and Work Schedule

Pay range for this position is: $20.66 - $30.68

Max hiring step = step five (5)

Knowledge, Skills and Abilities

  • Some knowledge of student data reporting processes.
  • Working knowledge of student information systems or other complex databases.
  • Working knowledge of district policies and procedures.
  • Considerable skill in the operation of a computer to maintain data and generate reports.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to interact effectively with school staff, outside agencies, parents and others representing diverse cultural and ethnic backgrounds.
  • Ability to perform work that requires close attention to detail and to meet absolute deadlines.
  • Ability to follow complex oral and written instructions
