Job Description

NYC Health + Hospitals is seeking a Senior Director of Data & AI Governance to lead our systemwide data and AI governance strategies. This pivotal role ensures the quality, integrity, security, and ethical use of data and AI systems that enable our health system - the largest in the nation.

Reporting to the Chief Data & AI Officer, the ideal candidate brings deep expertise in healthcare data management, regulatory compliance (including HIPAA, HITECH, and Section 1557), and AI governance. This leader will build and guide a high-performing team, foster cross-functional collaboration, drive operational excellence, streamline governance processes, and shape the future of responsible data and AI use in public health.

Duties & Responsibilities

  • Build and lead a high-performing team of governance professionals, fostering a culture of accountability, innovation, and responsible data and AI use.
  • Develop and implement a comprehensive governance framework that integrates data and AI policies, standards, and practices tailored to NYC Health + Hospitals.
  • Establish and enforce standards for data quality, integrity, privacy, and security across clinical, financial, and corporate domains.
  • Define governance protocols for AI model development, validation, deployment, and monitoring, with emphasis on transparency, fairness, explain ability, and bias mitigation.
  • Ensure compliance with healthcare regulations and AI oversight laws, including HIPAA, HITECH, Section 1557, NYC Local Law 144, and FDA AI/ML regulatory guidance.
  • Collaborate with legal, compliance, clinical, cybersecurity, and IT stakeholders to align governance with risk management, privacy, and ethical standards.
  • Partner with Data & Analytics teams to embed governance into data pipelines, analytics platforms, and digital health solutions.
  • Lead the adoption of tools and platforms for metadata management, data cataloging, and AI model documentation.
  • Promote data and AI literacy across the organization through training, communication, and stakeholder engagement.
  • Stay informed of emerging regulations, technologies, and best practices in data and AI governance.
  • Represent NYC Health + Hospitals in external forums and regulatory discussions on data and AI ethics and compliance.
  • Mentor and support data stewards and governance professionals to build long-term capacity and stewardship culture.

Minimum Qualifications

1.Master's degree from an accredited college or university in Healthcare Administration, Health CarePlanning, Business Administration, Public Administration or a related discipline; and seven (7) years ofprogressively responsible experience in health and medical service administration, public administration,personnel and labor relations, finance or appropriate functional discipline with an emphasis on planning,liaison and inter-organizational relationships, or related administrative or managerial functions; or

2.Bachelor’s degree from an accredited college or university in disciplines, as listed in “1” above; and eight(8)years of progressively responsible experience in areas, as listed in “1”; or

3.Satisfactory equivalent combination of education, training and/or experience. However, all candidates must have a minimum of a Bachelor’s degree in disciplines, as listed in “1” above.

Department Preferences

Certification(S)/NYS Licenses/Education:

  • PREFERRED: Certified Data Management Professional (CDMP)

Knowledge, Skills, Abilities and other Requirements:

  • Proven track record of implementing data governance frameworks in healthcare
  • Experience working with healthcare data, including provider, claims, clinical, and operational datasets.
  • Deep understanding of healthcare compliance and regulatory frameworks, including HIPAA, HITECH, Section 1557, and emerging AI laws (e.g., NYC Local Law 144).
  • Strong knowledge of data management disciplines: data quality, metadata management, master data management (MDM), data lineage, and data cataloging.
  • Proven experience developing or operationalizing AI governance policies, particularly in healthcare or regulated
  • Familiarity with data governance tools such as Informatica Suite, Collibra, Alation, or similar platforms.
  • Familiarity with AI/ML technologies, model lifecycle management, risk assessment, and monitoring tools.
  • Exceptional leadership and communication skills, with the ability to influence at all levels of the organization.
  • Strong leadership and team-building capabilities with experience managing cross-functional, multidisciplinary teams.

Years of Experience:

  • 10+ years of experience in data governance, AI governance or enterprise information management or data analytics, with at least 5 years in a leadership role.
