Brief Job Description

The Information Technology Contract Administration Manager I reports to the Director of IT Contract Management and Oversight section and receives direction from team leads. This senior-level position is responsible for managing complex, high-value IT contracts from development through closeout.

Key responsibilities

Contract Development and Execution

  • Develops, negotiates, executes, and monitors IT contracts that are large in scope and complexity.
  • Provides guidance on statements of work, including specifications, performance metrics, and special terms.
  • Leads contract negotiations and prepares all related contract documentation.
  • Develops strategies and goals for administration of complex IT contracts

Compliance and Quality Assurance

  • Ensures contracts comply with agency policies and legal requirements.
  • Coordinates with stakeholders, Legal Services and Finance to secure necessary approvals.
  • Conducts quality assurance reviews and monitors contractor performance.
  • Updates contract documentation records, including CAPPS Financials, SCOR, and ancillary meta-information repositories.

Stakeholder Engagement and Support

  • Advises IT management on contract terms and ensures alignment with organizational goals.
  • Collaborates with HHSC PCS and other HHS system agencies on procurement and execution activities.
  • Serves as a technical resource and advisor to team members at all levels.

Monitoring and Oversight

  • Reviews contractor invoices for accuracy and compliance, and researches fiscal data for proper accounting.
  • Documents stakeholder verification of contractor performance and addresses any issues with contractor and/or agency stakeholders.
  • Interprets and applies federal regulations, state statutes, and agency policies.

This role operates with limited supervision and requires strong initiative, independent judgment, and the ability to work in a consultative capacity within and across teams. Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Essential Job Functions

  1. (20 percent) Collaborates with customers and IT staff to develop clear and concise statements of work, performance measures, and special terms for inclusion in solicitation-related documents. Acts as a liaison among HHS agency leadership, division leaders, contractors, stakeholders, HHSC PCS, and customers to ensure alignment and communication. Manages complex IT contracts, supporting multiple departments and contributing to the development of strategic goals for contract administration. Investigates and resolves performance issues, discrepancies, and disputes through mitigation, negotiation, or contract termination when necessary. Provides input on contract budgets and collaborates with the team lead and budget stakeholders to monitor budget allocations and propose alternatives as needed. Drafts vendor performance and management documentation as required. Maintains accurate records and reports related to contract planning and tracking. Provides guidance to team members on contract content and compliance. Leads staff training initiatives on contract management roles and responsibilities.
  2. (20 percent) Interprets program policies, procedures, state, and federal regulations for internal and external stakeholders. Monitors compliance with legal and regulatory requirements related to contract management. Coordinates with customer area, IT management, System Contracting Services (Legal Services) and Finance to obtain required approvals for procurements and contract amendments. Assists in developing and refining of policies, processes, and procedures for contract management and administration. Reviews statistical reports to ensure contract data entries accurately reflect current contract status and activity.
  3. (20 percent) Leads quality assurance efforts for contract processing and administration by developing and implementing contracting quality assurance protocols. Oversees technical reviews of contracts and related amendments verifying contract data meets performance, legal, and fiscal requirements described in the contract. Utilizes internal quality review tools to assess compliance with contract management and administration standards.
  4. (15 percent) Identifies cost saving opportunities for initial contracts, contract extensions, and contract amendments., Conducts research for special studies or surveys to identify process improvements. Prepares and conducts presentations. Reviews specifications for bids or solicitations and negotiates or communicates other contract terms. Maintains contracts by negotiating contract options, amendments, and work plan changes. Maintains documentation in each contract file; monitors contract performance by examining billings, fiscal data, and performance for compliance with contract terms; and resolving audit exceptions by defining causes of errors and recommending dispositions.
  5. (15 percent) Uses automated databases to plan, track and complete required contract activities and ensures complete and thorough records are uploaded to the contract management database.
  6. (10 percent) Prepares correspondence and reports according to designated procedures. Represents the agency at contract planning sessions, committees, workgroups, and meetings to address significant issues. Analyzes legislation related to procurement, tracks relevant bills, and assists with bill analysis.

Licensure, Certification, or Registration

Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) or the ability to obtain within 12 months of employment.

Knowledge, Skills, and Abilities

  • Advance knowledge in information technology.
  • Advance knowledge of procurement and contract management and administration principles, policies, and procedures.
  • Advance knowledge of negotiation strategies and techniques, of contract administration and cost monitoring for large scope or high-dollar value contracts; of systems and procedures used to evaluate vendor’s performance; and of local, state, and federal laws and regulations relevant to the administration of state funds.
  • Skill in handling multiple projects, manage competing priorities, and meeting tight deadlines.
  • Skill in conflict resolution and contract negotiations.
  • Skill in communicating effectively both verbally and in writing.
  • Ability to gather, assemble, and correlate data.
  • Ability to exercise sound judgment in making critical decisions to analyze complex information and develop plans.
  • Ability to interpret complex data.
  • Ability to interpret and apply policies, procedures, and regulations.
  • Ability to evaluate material data for reasonableness, necessity, and conformity with contract requirements.

Initial Screening Criteria

3 years’ experience in contract management. Experience in Information Technology contracts preferred.
