About Colorado Energy & Carbon Management Commission (ECMC):

The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas, deep geothermal resources, the capture and sequestration of carbon, and the underground storage of natural gas in a manner that protects public health, safety, welfare, the environment and wildlife resources.

This work unit both directs and provides the technical support for the Colorado Oil and Gas Information System (COGIS), which is a complex system of data, tools, and processes used to collect, report, analyze, and model Colorado oil and gas information. The data includes GIS data; tabular data, including well locations, depth, completion intervals, construction data, production records, inspection data, environmental information, reclamation data, etc.; electronic content (documents/spreadsheets/photographs/etc.); complaints; financial assurance information; website information; and, information workflow tools and processes.

The work unit either manages or provides leadership to the subject matter based ECMC Units (Community Relations, Compliance, Cumulative Impacts & Energy Transition, Enforcement, Engineering, Environmental, Finance, Hearings, Orphaned Well Program, Planning & Permitting, Strategic Development, Strategic QA/QC), other departments, federal agencies and public information groups regarding what data is available, how that information is used, and how to access the information for a number of different purposes ranging from simple public interest to sophisticated modeling and data collaboration. The group is responsible for identifying application development needs and liaising with OIT staff and/or outside contractors to obtain the required development.

Position Summary: The ECMC COGIS Project Manager will manage replacement of ECMC’s information system as part of a three-year IT Capital project. With guidance from the ECMC Information and Applied Technology Manager and Deputy Director for Strategic Services, the position will use advanced project management skills to lead ECMC through the modernization of the Colorado Oil and Gas Information System (COGIS).

Key roles of the position include:

  • Facilitating selection of the external vendor via the Request for Proposals (RFP) process
  • Liaising with an external vendor and OIT to ensure the ECMC business needs and requirements of the IT Capital project are met.

Technical components of the project will include:

  • Migration of the database to the cloud from the current on-premises hosted environment
  • Re-design of the database to embrace industry-leading operational practices,
  • Configure ECMC web applications for compatibility with the modernized environment and accessibility best practices.

The position will implement a suitable project management methodology including risk management and effective communication oversight.

COGIS Modernization Project and Product Management:

  • Senior Project Manager and the delegated Staff Authority over the ECMC COGIS Data Modernization project, requiring expertise in data system technologies and best project management practices.
  • Review, analyze, and communicate updates on applications, systems, products and timelines.
  • Provide regular progress and status reports to management and stakeholders and identify and notify leadership of impediments with recommended actions or revisions to remove them.
  • Examine work processes, progress, and workflows to identify gaps and opportunities to create or improve internal operational effectiveness, compliance, and efficiency in service delivery.
  • Draft and present recommended changes to resolve problems and improve service to branch management and other product managers, implement approved changes, and evaluate and present results to management.
  • Track operating and personal services expenditures for assigned product budgets, verify availability of funds and approve expenditures, and provide regular status reports to the manager.
  • Maintain, prioritize, and refine the product backlog to ensure it reflects the most valuable and relevant features of the product.
  • Manage risk and complete project on time and within budget
  • Help establish product requirements that align with business needs.
  • Oversee and manage the Request for Proposals (RFP) process to select a vendor.
  • Liaise with the Product Owner, RFP Leadership Workgroup and OIT.

COGIS Modernization Project Stakeholder & Vendor Management:

  • Work closely with stakeholders, vendors, and OIT to communicate clear requirements, clarify user stories, and keep projects on track.
  • This position also serves as the liaison between management and users to ensure implemented solutions function properly and assess work processes to ensure they function adequately and as intended.

COGIS Modernization Project Risk Management:

  • The position will identify potential risks and develop mitigation plans for the COGIS Modernization project.ensuring the established project timeline is met.
  • Monitor and control project risks continuously in line with the business risk tolerance and adjust milestones accordingly.
  • The position will present to ECMC leadership any issues or roadblocks using cadence as established with leadership

Minimum Qualifications:

Experience Only:

Nine (9) years of relevant experience in IT project or program management, software testing, application development, data management, information technology or another occupation related to the work assigned to this position

OR

Education and Experience:

A combination of related education in computer science, IT project management, information technology, information systems management, and/or relevant experience in IT project or program management software testing, application development, data management, information technology or another occupation related to the work assigned to this position equal to nine (9) years.

Class Code Project Manager

Preferred Qualifications:

  • Extensive technical project management experience including coordination of team members, vendors and leadership during a multi-year project.
  • Technical knowledge of SQL database environments and design, cloud hosting, and application development.
  • Proficient in using standard project management methods (Agile) and tools (Azure DevOps, Asana).
  • Excellent verbal and written communication skills; strong customer service experience. Ability to relay complex information to a group or individuals.
  • Attention to detail and ability to multitask.
  • Strong leadership, communication, problem-solving, risk management, and time management skills are essential.
  • Government or industry experience with system upgrades and/or custom application implementations.
  • Current or former State experience relevant to this position.
