Position Information

TxDOT is seeking a Traffic Systems Specialist I, II, or III at the Waco District Office. We need motivated individuals to be responsible for the installation, maintenance, and operations of traffic signals, beacons, and school flashers within the Waco District. We will provide training and are

Salary Plan/Pay Grade:

Traffic Systems Specialist I: B18 - $3,793.41-$5,921.25/monthly.

Traffic Systems Specialist II: B19 - $4,020.33-$6,335.66/monthly.

Traffic Systems Specialist III: B20 - $4,263.16-$6,779.25/monthly.

This position is for a Traffic Systems Specialist I, II, or III, position, depending on business need and applicant's qualifications and experience. Qualification and experience will determine the applicant's position and pay. TxDOT reserves the sole right in determining the level of position based on business needs and the applicants work experience, education, skill level and all other appropriate factors.

Position Description

Performs specialized electrical/electronic technical work related to traffic management/control systems, communication, illumination or traffic data collection devices/systems. Work involves technical expertise in developing, installing, testing, programming and repairing of electrical/electronic devices/systems. Work may require working in heavy traffic and may require extensive statewide travel. Work requires contact with governmental and private entities. Employees at this level perform work independently on assignments; however all issues are referred to the supervisor.

Essential Duties:

Traffic Systems Specialist I:

  • Drives/operates a bucket truck to install and repair electronic traffic control devices at various heights. Monitors work sites under varying conditions of light and weather and ensures that traffic control measures are operating effectively.
  • Responds to emergency situations to assist with repair and maintenance of traffic signals, systems, lighting, or traffic data collection equipment.
  • Performs other job responsibilities as assigned.

Traffic Systems Specialist II: in addition to the above

  • Coordinates preventive maintenance on equipment.
  • Coordinates materials and equipment usage with district maintenance offices.
  • Identifies, troubleshoots and problem solves possible new site characteristics.
  • Operates and maintains complex electronic test equipment to repair and test electronic traffic systems.

Traffic Systems Specialist III: in addition to the above

  • Analyzes and interprets schematics and wiring diagrams.
  • Assembles, beta tests and evaluates new traffic management equipment including illumination controller assemblies and systems; makes recommendations to accept or return equipment.
  • Responds to complaints and identifies problems regarding traffic signal timing, congestion, operations and assists in developing recommendations for long-term solutions.
  • Operates and maintains complex electronic traffic management systems.

Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

TSS 1:

Experience: 2 years experience in construction, electronic troubleshooting, electrical construction/installation, electromechanical, traffic management, transportation engineering, design, traffic systems maintenance. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

TSS 2:

3 years experience in construction, electronic troubleshooting, electrical construction/installation, electromechanical, traffic

management, transportation engineering, design, traffic systems maintenance. (Experience can be satisfied by full time or

prorated part time equivalent). Related college education or relevant technical training may be substituted for experience

on a year per year basis. Substitutions for Minimum Qualifications

TSS 3:

4 years' experience in construction, electronic troubleshooting, electrical construction/installation, electromechanical,

traffic management, transportation engineering, design, traffic systems maintenance. (Experience can be satisfied by

full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for

experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Traffic Systems Spec I: Must have a Commercial Class "A" Driver's License or have obtained a CDL "A” License with
  • "N" endorsement, within 90 calendar days from date of employment.

Competencies:

Traffic Systems Specialist I:

  • Construction equipment operations
  • Fundamentals of electrical/electronics and design procedures

  • Maintaining a safe working relationship.

Traffic Systems Specialist II in addition to the above:

  • The relationship of traffic control equipment to the operation of a traffic management system
  • The Texas Manual on Uniform Traffic Control Devices
  • Concepts, techniques, and tools used in planning, designing and implementing database management systems and related technologies.

Traffic Systems Specialist III in addition to the above:

  • Electrical/electronic troubleshooting and repair techniques
  • Traffic engineering terminology and fundamentals
  • Fiber optic technology
  • Radio and wireless communications principles, procedures and systems
  • Maintaining a safe working relationship

Physical Requirements and Working Conditions:

  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour
  • Subject to noise
  • Subject to vibration
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Subject to atmospheric conditions-fumes, odors, dusts, mists, gases, poor ventilation
  • Subject to air and/or skin exposure to oils and other cutting fluids
  • Required to wear protective gear-respirator, hard hat, or other device.
  • Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.
  • Climbing - ascending/descending ladders, stairs, scaffoldings, ramps, etc.
  • Balancing-walking, standing, crouching on various surfaces without falling.
  • Stooping-bending body downward and forward by bending spine at waist.
  • Reaching-extending hand(s) and arm(s) in any direction - Standing-prolonged periods of time
  • Walking-moving on foot to accomplish tasks: long distance/from one work site to another.
  • Pushing-using upper extremities to press against object with force to move in a direction.
  • Pulling-using upper extremities to exert force moving objects in a sustained motion.
  • Lifting-raising objects from lower to higher position/horizontally to a different position
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand.
  • Talking-expressing or exchanging ideas by spoken words
  • Visual Acuity-operate motor vehicles and/or heavy equipment
