The Office of Economic Development Department is actively seeking an EBO/JSEB Program Manager.

The position reports to the Business Compliance Administrator. The primary function of this position is to provide oversight and direction of the day-to-day activities of the Equal Business Opportunity (EBO) office, which includes the Jacksonville Small Emerging Business (JSEB) program, certification, contract compliance, data evaluation, reporting and outreach.

Examples of Work

  • Plans, develops, establishes, and manages assigned programs and projects in compliance with local, state, and federal funding source(s), regulations, and reporting requirements.
  • Ensures compliance through all elements of the program, which includes bonding, education, mentoring, access to capital, certification and contract compliance.
  • Establishes and monitors the goals, objectives, policies, procedures and priorities for the office.
  • Advocates for and educates JSEBs.
  • Partners with local community advocates, JSEB monitoring committee and other associations impacting small businesses.
  • Promotes, attends and presents at outreach and community events.
  • Reviews and approves JSEB certification applications, denials, committee reviews, and low bid reviews.
  • Monitors all projects through data collection system.
  • Schedules, assigns, reviews and evaluates the work of assigned staff.
  • Communicates clear direction, manages for results and leads organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing and motivating employees.
  • Performs related work as assigned.

Open Requirements/Supplemental Information

  • Eight (8) years of education and/or professional experience in small business development and/or minority and women business development; contract compliance or project management.
    • With two (2) years in a supervisory capacity.
